This role has a global reach supporting the Global Operational Excellence programme in the Operational Hubs which will be at the forefront of Market Operations 2020 strategy to improve operational efficiency by 40%. The incumbents primary goals are:

Drive, own and execute the Operational Excellence Book of work for relevant asset class assigned to. This will include:

1. Landscape Reviews - end to end reviews to identify, execute and deliver capacity, improving the control environment and STP. This can be achieved although not limited to by reducing manual effort and hand offs through automation, root cause analysis to fix the issue at source and organizational design.

2. Production Management - optimizing production time and implement capacity modelling to support the operational efficiency drive

3. Non Personnel costs - identify opportunities to deliver other costs, e.g. Market data, agent bank costs.

- Responsible for the governance to track benefits/saves across the Operational Hubs as part of the Change Agenda

- Strong data analytic skills to make evidence based decisions when optimizing the process.

- Active stakeholder management and partnership with GBM/GMO including global senior stake holders and or their delegates. This is key criteria for the success of the change function and role.

- Governance of change and chair of related forums and delivery committees (project steering committee's include G2/3- s)

- Manage and influence a variety of global stake holders across Change, Business and BAU teams

- Support the delivery of Business Optimization Agenda in Operational Hubs - KL, Manila and Bangalore

- Support where applicable other GMO locations/asset classes to adopt consistent Operational Excellence key principles.

- The individual is expected to closely coordinate and align with the different Project and Program Managers across the different asset classes in Markets Operations

- Ownership / active role in CTB budget setting and utilizing the budget to optimal effect including vendor management.

- Awareness of relevant innovation tools to support operational efficiency

- Represent GMO Change senior management on decision making forums regarding platform choice and utilization.

- Although this is a sole contributor role there may be a requirement to manage a small team of 2/3 individuals as the team grows in size.

- Act as mentor to the broader Operational Hubs change organization to help establish a strong change foundation.

- Ensure an appropriate Governance Structure and Environment is in place to effectively deliver change Ensure Change Deliverables are considered to be meeting the control and service delivery requirements of its stakeholders and improving change capability within Bangalore, KL and Manila.

Typical measures include: reducing number of manual processes/reduce cost / improve delivery and cycle times/sustainable USD and FTE saves/reduction of OT/improvement of EUC- s

Leadership & Teamwork

- Vital to success of role - create and foster one team approach across line operations, Change Team KL, Manila, Bangalore and HTS

- Lead direct and indirect staff to produce results - creation and adaptation of appropriate governance models

- Drive and support cross-functional stakeholder requirements / initiatives

- The incumbent will need to be self-starting and proactive stakeholder who will drive decisions to conclusion avoiding delegating responsibility to others.

Ongoing engagement with stakeholders and delivery of required outputs

Operational Effectiveness & Control

- Controlled go live of new processes & systems enhancements with no detriment to the control environment

- Generation of improved process efficiency and sustainable cost savings and reduced FTE from automation

- Drive implementation of best practice standards across the change lifecycle

- Ability to define appropriate solutions or change initiatives to drive through efficiency improvements or strengthening of cost base

- Ability to identify opportunities where additional controls can be implemented to maximize efficiency

- The change function needs to be an active enabler and be operating beyond risk and issue reporting.

Effective implementation/delivery of process and control improvements without impacting on business as usual processes

Major Challenges (The challenges inherent in the role that require a continual test of the role holder's abilities)

- The individual will need to maintain a wide group of stakeholders not only within Operations but across Infrastructure and the Front Office. There are a number of headline strategic initiatives across all Asset Classes within Market Operations. This change agenda is typically conducted cross site (Kuala Lumpur, Manila and Bangalore).

- There is a significant Strategic book of work to be managed to delivery - being a key control this role requires management of senior and at times challenging stakeholders.

- Additionally the incumbent needs to be leading the drive to reduce operational losses and improve control across the BAU space by ensuring a robust and appropriate prioritization processes are in place and well governed. All change initiatives should be delivered whilst meeting requirements as per existing Risk Frame work and policy.

Operational Hubs Markets Operations has a global approach to strategic development. The incumbent needs to work cooperatively with the regional & Global Change Heads and their broad array of stakeholders to ensure that decisions are made consistently and communally. This role will also require the incumbent to be adaptable and be able to act, at times, in a consultant role offering best practice advice to Ops and the business on automation solutions in partnership with HTS.

Role Context (The environment and operating conditions of the role including the extent of guidance and authority)

The incumbent will be required to obtain appropriate authority per the existing process for all procedural changes.

This may involve:

- Approval from Global Function Head

- Approval from Global Head of Change for respective Product / Asset Class

- Sign-off from Head Operational Hubs GMO

- Sign-off from regional Business Partners

- Sign-off from Global Service Deliver Management

- Approval/Sign-off from CCO (ensuring all changes are in-line with FIM requirements).

Management of Risk (Operational Risk / FIM requirements)

The jobholder will also continually reassess the operational risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology.

This will be achieved by ensuring all actions take account of the likelihood of operational risk occurring.

Also by addressing any areas of concern in conjunction with line management and/or the appropriate department.

Observation of Internal Controls (Compliance Policy / FIM requirements)

The jobholder will also adhere to and be able to demonstrate adherence to internal controls. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.

The jobholder will implement the Group compliance policy by containing compliance risk in liaison with Global Head of Compliance, Global Compliance Officer, Area Compliance Officer or Local Compliance Officer. The term - compliance- embraces all relevant financial services laws, rules and codes with which the business has to comply.

This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators.

Role Dimensions (e.g. balance sheet size, lending/expenditure limits, size/volume of transactions, budget)

- Individual will be responsible for working with Global Heads of Change, GSC GMO Head, GSC GMO Head of Change Delivery, GSC Product Heads across all Products and Asset Classes to establish Change BoW and budgets in conjunction with IT and other stakeholders.

Knowledge & Experience / Qualifications (For the role - not the role holder. Minimum requirements of the role.)

Incumbent should ideally be educated to a degree level and hold relevant change delivery, project and program management qualifications/certifications.

The role requires good understanding of any of the major Global Banking & Markets businesses such as but not limited to Equities, FX, Fixed Income, Securities, Settlements & Investigation, Collateral Management, Clearing Operations etc.

The role requires process and control acumen, alongside evidence of ability to influence cross-functional / divisional stakehodlers.

Ideally a minimum of 10-15 years tenure within Change Delivery with excellent track record of change and process improvements, alongside evidence of driving both tactical and strategic change agenda / initiatives. Role requires significant experience in proactively leading projects and programs, in complex, multi cultural and cross geography type of initiatives.

Deep knowledge and experience with Change Management Tools, certifications, professions, development curriculum in Change are strictly required.
