Key Responsibilities :
Contract management :
- Overseeing and monitoring Consultant Contract Administrators conformance to construction administration agreement, schedules, services and deliverables and quality assurance plan; keeps apprised of potential delays or claims to the contract by onsite inspections; reviews and verifies documentation for items such as additional work for payment, approves additional cost up to authorized limit.
- Recommendations for items such as claim resolutions, additional work to be done, and forwards for approval.
- Inspecting construction site to verify construction practices and adherence to various guidelines, regulations and procedures and ensuring quality control.
- Taking action to deal with non-conformity by either the Consultant Contract Administrators or the contractors.
- Prepares assessment of consultant/contractor's performance in conjunction with the Area Construction Engineer using established evaluation system, and reviews performance for completeness and fairness before recommending approval.
- Provides advice/consultative expertise for acquisition of consultant services, prepares Expression of Interest (EOI), Request for Proposal/Quotation, evaluates proposals and makes recommendations to manager for approval.
- Reviews and evaluates reported defects during the warranty period, coordinates inspection of work before warranty expiration and recommends corrective action to protect the ministry from unnecessary costs.
Liaison and coordination :
- Provides instruction and advice to the consultants/contractors concerning ministry decisions or recommendations, and liaises between the ministry and consultants/contractors to resolve construction issues.
- Coordinates maintenance issues and third party agencies entering and working within the construction zone to ensure that they observe worksite health and safety procedures, and makes on-site decisions relating to endangerment of workers, travelling public and the environment.
Technical Expertise :
- Provides expertise and guidance to the Contract Administration Team (CAT), i.e. consulting firm, input to the design work from beginning to end of warranty period of the contract.
- Reviews contract drawings and documents during pre-contract engineering phase for anticipated construction problems, advises on intent and interpretation of special provisions, construction issues and traffic staging issues.
- Provides input to design phase of construction work, attends regular design and construction meetings during the design to the construction period, identifies potential construction issues and recommends solutions to construction issues.
- Inspects construction sites to verify construction practices, ensures conformance to guidelines, regulations and procedures and quality control standards.
