Job Title: Manager Strategic Planning & Research
Reporting to: Secretary General
Experience: Minimum 7 years experience in Strategic Planning.
Essential Duties & Responsibilities:
Duties and responsibilities include but are not limited to:
- Support in developing, monitoring and reporting on strategic and operational plans.
- Support in maintaining and implementing the risk management policy.
- Monitor national and international developments (national standard setters, regulators, media, etc.) as they
relate to ICF’s strategic plan and risk tolerance profile.
- Preparing proposals & MOU.
- Identify strategic and operational opportunities and risks, advising the Management Head, in consultation
with the Director on an appropriate course of action.
- Develop, implement and maintain a cost allocation model and system of data collection to support the
understanding ability of project and service delivery.
- Develop, implement and maintain a budget planning process, and – in consultation with budget holders –
prepare a budget to support delivery of the strategic objectives.
- Working on a wide range of research projects and employing a range of different research methodologies (if
undertaking research internally).
- Discussing and agreeing project requirements with policy officials and drafting research specifications.
- Commissioning and project-managing research projects.
- Commenting on draft research instruments, such as questionnaires and editing draft reports.
- Conducting or commissioning, then analyzing in-depth interviews with the stake holders.
- Ensuring that the research is conducted within a set time frame to meet the policy requirements, managing
competitive tendering exercises, ensuring quality control of research
- Working in close partnership with external research contractors, other government analysts, and policy colleagues during the course of the research.
- Producing both written and oral briefs for policy colleagues, based on reviews of research evidence.
- Responding to external and internal research inquiries from colleagues, government departments, academics, local councils, regional development agencies and members of the public
- Keeping up to date with the developments in policy and social issues, as well as qualitative and quantitative research methods.
Qualifications:
- Masters in International Relations / Economics with a Data collection / collation and analysis ability having excellent Communication skills with exceptional command over one language, Preferably English / Hindi / Japanese.
- Ability to analyze and break complex problems. Should be able to work under extreme pressure.
- NGO experience will be an added advantage.
