Sr Manager-Finance & operation

1.1 General Description and Scope

The incumbent will act as Sr Manager-Finance and Operations.

- The overall scope of assignment is duly execution of tasks on the vision, mission and agenda of India Center Foundation pertaining to the Finance,Accounts and Fundraising.

- Special focus will be made on doing needed work to successfully design, implement and execute activities and getting detailed financial and administrative work plans in place.

- He/she will work as part of current team including the Chairman, Board members, Trustees, Secretary General, Managers, Officers and Consultant

Principal tasks and responsibilities

- Manage the flow of finances and provide administrative support to India Center Foundation (ICF) and India Japan Global Partnership Summit (IJGPS)

- Proposing to the Board- ideas, initiatives, methodologies and potential areas of fundraising and connecting to other organizations to help with the fundraising initiatives leading to relationships, which contributes to the corpus.

- Development and implementation of permanent financial and administrative policies, procedures, and structures

- Oversee, monitor and evaluate the performance and review and approve deliverable s and invoices pertaining to various projects and programs of ICF and IJGPS.

- Lead the design and implementation of the financial management functions including determination of various requirements and development of procedures manuals.

- Lead the design and implementation of other administrative policies, procedures and functions including the recruitment and hiring of staff.

- Assist in the implementation of compliance with legal, tax and other governmental requirements.

- Continue the development of the operating budget, ensuring that there are detailed justifications for requirements, positions needed, salaries and benefits proposed.

- Assist in preparing, carrying out and monitoring ICF’s work plans.

- Ensure that contracts required for the smooth operation of the ICF are executed and maintained.

- Assist in preparing financial reports and other documents relevant to core team operations and ICF
establishment and operations.

- Carry out other finance-and administration-related duties as assigned.

- Other tasks as assigned by Chairman, Secretary General and the Board Members.

Key expected results for the contracting period are:

- The initial financial management for the Team for developing the Programs and Projects.

- The financial management functions within ICF and IJGPS and development of procedures manuals to be designed and implemented.

- Relevant administrative policies, procedures, and functions within ICF and IJGPS Secretariat, including the recruitment and hiring of staff.

- The operating budget for ICF and IJGPS, ensuring that there are detailed justifications for requirements
proposed.

- Work plans relevant to the finance and administration are prepared and executed.

- Preparation and detailed MIS of Financial reports and other documents relevant to core team

Qualification Requirements

- To have a degree in chartered accountancy.

- To have at least 10 (Ten) years of relevant professional experience, preferably including experience in a
senior management position in finance in a project or company or as an auditor in an accounting firm with international experience.

- To have demonstrated experience in applying the practices, procedures and systems of financial management in a non-government, government or private sector entity.

- To have demonstrated experience in budget preparation and execution.

- To have demonstrated experience in managing or carrying out an accounting function involving purchasing goods and services; maintaining accounting records; processing payments to vendors, employees and other entities; processing receipts and reimbursements; maintaining accounting books and records; and performing monthly, quarterly and year end closings, reconciliations and reporting processes.

- To be proficient in operating a variety of office software, such as Word, Excel, PowerPoint and project management.

- To have excellent oral and written communication skills in English.

- Ability to work in multinational and multipartite environment;

- Experience in donor-financed projects and in drafting terms of reference is a plus.

3. Requirements of the position
