1. POSITION VACANT: Senior Manager - Materials, Dr. Shroff's Charity Eye Hospital, New Delhi
2. ORGANIZATIONAL BACKGROUND:
Established in 1914, Dr. Shroff's Charity Eye Hospital (SCEH) is one of the oldest and largest eyecare institutions in the country. It is globally respected for the provision of comprehensive eye and ENT care, high impact work among communities, quality research work and publications, and extensive education and training programmes for the healthcare fraternity.
SCEH provides state of the art and comprehensive eyecare services through a team of highly experienced and well-trained physicians, who are deeply committed to patient care.
SCEH has completed 100 years of existence and along with its tertiary center in New Delhi, has seven regional surgical hubs across the states of Uttar Pradesh and Rajasthan. The organization has a staff and trainee complement of 1,500 persons and performs 50,000 sight restoring surgeries and provides clinical services to 500,000 people across its service footprint, each year.
SCEH works on a cross-subsidy model and performs 50% of its surgeries free, or at highly subsidized rates. It works in close partnership with leading international players in community eye health, as well as some of the best-known corporates in India. Project Background:
SCEH has drawn up a strategic vision and an organizational transformation plan for the period 2022 to 2030, titled "SAMBHAV". Its strategic vision is to reach a surgical volume of 150,000 and a patient base of 15,00,000, by the end of 2030.
The accomplishment of these targets is riding on key initiatives under (1) Human Resource Development (2) Digitalization (3) Geographic Expansion (4) Resource Mobilization (5) Medical Education and Training (6) Building a Clinical Centre of Excellence (7) Research and (8) Communication and Advocacy.
At the organizational level, transformation is being driven through initiatives in (1) Service Excellence (2) Kaizen (3) 5S (4) Structured Problem Solving, and (5) Value-based behavior.
Appropriate changes are anticipated to Procurement & Supply Chain Management processes to enable accomplishment of the above targets.
3. JOB DESCRIPTION/RESPONSIBILITIES:
Reporting to the HOD - Strategic Planning, the Senior Manager - Materials (SMM), shall play a pivotal role in ensuring the smooth and efficient operation of SCEH's procurement, supply chain and materials management functions, for the entire network of eyecare hospitals. S/he will be responsible for overseeing all aspects of supply chain management, from procurement to distribution, and will lead a team of professionals to optimize processes, reduce costs, and enhance the quality of equipment, supplies and services delivered to the organization.
Key Job Responsibilities:
(A) Strategic Planning:
Develop and implement a comprehensive supply chain and material management strategy aligned with the organization's goals and objectives.
(B) Procurement Management:
(1) Manage the procurement of medical supplies, equipment, pharmaceuticals, and other materials required for healthcare operations;
(2) Evaluate and select suppliers, negotiate contracts, and ensure cost-effectiveness and quality.
(C) Inventory Control:
(1) Oversee inventory management processes to optimize stock levels, minimize waste, and ensure timely availability of materials;
(2) Implement best practices in inventory control and demand forecasting.
(D) Supplier Relationship Management:
(1) Cultivate and maintain strong relationships with suppliers to ensure reliable and efficient supply chain operations;
(2) Monitor supplier performance and address any issues promptly.
(E) Logistics and Distribution:
(1) Coordinate the transportation, warehousing, and distribution of materials and supplies;
(2) Ensure timely delivery of materials to various healthcare facilities within the organization.
(F) Cost Management:
Develop and manage the supply chain budget, identify cost-saving opportunities, and implement strategies to reduce expenses while maintaining quality.
(G) Quality Assurance:
(1) Implement quality control measures to ensure the highest standards of materials and services;
(2) Establish and maintain quality assurance protocols in compliance with industry regulations.
(H) Team Leadership:
(1) Lead, mentor, and develop a team of supply chain and material management professionals;
(2) Foster a collaborative and high-performance work environment.
(I) Compliance:
Ensure compliance with relevant laws, regulations, and industry standards related to supply chain and material management.
(J) Continuous Improvement:
Identify opportunities for process improvement and optimization within the supply chain. Implement innovative solutions to enhance efficiency and effectiveness.
Undertake any other task assigned by the Supervisor/ Line Manager, based on organizational requirements.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications and Experience:
(1) PG degree/diploma in Materials, SCM, procurement, and/or any other related field;
(2) Minimum 15 years of experience in procurement and supply chain management, preferably with some exposure to the healthcare industry;
(4) Proven experience in strategic planning, procurement, inventory management, and logistics;
(5) Experience in successfully handling annual procurement in excess of Rs. 15 crores;
(6) Demonstrated experience in the design and implementation of popular/ bespoke information technology software and tools for handling procurement, and supply chain management of equipment, supplies and services;
(7) Prior experience in successfully leading a team of 10-15 procurement and supply chain management professionals.
Requirements and Skills:
(1) Strong leadership and team management skills;
(2) Excellent communication and negotiation abilities;
(3) Knowledge of healthcare industry regulations and compliance standards shall be an advantage.
