Operations Head DDU-GKY Project.

Position Title: Operations Head DDU-GKY Project.

Location: Delhi/Bengaluru.

Job Overview:

- The Operations Head will oversee the end-to-end execution of the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) project, ensuring compliance with guidelines, timely delivery of milestones, and high-quality training and placement outcomes.

- The role requires strategic leadership, operational excellence, and effective liaising with stakeholders to drive project success from inception to closure.

Key Responsibilities:


Project Planning and Execution:

- Develop and implement action plans, budgets, and timelines for DDU-GKY project deliverables.

- Oversee the setup and operationalize training centers and hostels per DDU-GKY SOPs.

- Manage mobilization, candidate registration, batch creation, and training delivery on platforms like Kaushal Bharat.

Team Management:

- Recruit, train, and lead a multidisciplinary team, including state heads, MIS, quality, and placement staff.

- Assign tasks, conduct regular progress reviews, and ensure team alignment with project goals.

Quality Assurance:

- Ensure compliance with DDU-GKY guidelines, SOPs, and notifications across all project phases.

- Conduct regular inspections of training centers, hostels, and facilities (e.g., CCTV, biometric attendance, equipment).

- Monitor training quality, OJT, and placement outcomes, addressing deviations promptly.

Stakeholder Liaison:

- Coordinate with State Rural Livelihood Missions (SRLMs), District Project Management Units (DPMMUs), and government officials.

- Build and maintain relationships with vendors, private sector partners, and funding agencies.

- Represent the organization in Project Appraisal Committee (PAC) meetings and qualitative appraisals.

Documentation and Reporting:

- Manage project documentation, including due diligence reports, SFs, and ERP portal updates.

- Submit timely reports to SRLMs and other stakeholders, ensuring transparency and accountability.

Project Closure:

- Oversee project closure activities, including final financial reconciliation, asset handover, and report submission.

- Ensure all contractual obligations are met and stakeholder approvals are secured for project sign-off.

Strategic Initiatives:

- Formulate policies for travel, reimbursements, and code of conduct to streamline operations.

- Develop innovative mobilization and marketing strategies to enhance project reach and impact.

Qualifications and Skills:

Experience: Minimum 8-10 years in skill development, with at least 5 years in DDU-GKY project management (project execution, quality assurance, operations).

Education: Postgraduate degree (e.g., MSW, MCA, MBA) from a recognized institution.

Technical Skills: Proficiency in ERP platforms (e.g., Kaushal Bharat), MS Office, and project management tools.

Soft Skills: Exceptional leadership, communication, problem-solving, and organizational abilities.

Additional Skills: Proven expertise in project closure processes and stakeholder liaising beyond SRLMs (e.g., private partners, funding bodies).

Languages: Fluency in Hindi and English; knowledge of regional languages (e.g., Punjabi) is a plus.

Key Competencies:

- Ability to manage multi-state operations and deliver results under tight deadlines.

- Strong understanding of DDU-GKY SOPs, guidelines, and compliance requirements.

- Experience in training center setup, vendor management, and infrastructure maintenance.

- Strategic thinker with a track record of driving team performance and project outcomes.
