Regulatory Finance Specialist

Our client is a leading international Economics Advisory firm, based in Johannesburg, South Africa with their offices in Dubai and New Delhi. Our client, in particular, has been the pioneering firm offering competition economics services in India.

Our client presently seeks a Senior Associate/Manager level Regulatory Finance Specialist for their New Delhi office (3+ years experience with clients in economic regulation) to assist with the development and expansion of the Regulatory Finance section.

This is a mid to senior-level position within the organisation and is responsible for all project deliverables, some work origination, client relationships, and staff development and training on Regulatory issues. Career progression would be to Manager and/or Senior Manager.

The candidate is expected to apply his/her deep financial analytical and regulatory expertise and experience in the emerging Antitrust/Competition economics field in India. Work performed will centre on consulting around detailed financial analysis relating to competition and regulatory issues.

More specifically, the candidate will be required to implement the following 3 skills sets:

- financial modelling;

- experience in regulatory tariff setting processes

- specific report writing skills.

REPORTING STRUCTURE

- Reports to Partner level

KEY RESPONSIBILITIES / KEY INITIATIVES

- Undertaking detailed financial analysis on behalf of clients in the following areas

- Margin squeeze and predatory price allegations

- Excessive price allegations

- Regulatory price controls for utility companies

- Designing templates for wholesale regulatory accounts

- Damages claims assessments

- Assisting economic consultants in the office with any accounting or financial aspects of their projects

- Liaising with clients in obtaining and understanding data inputs and presenting our financial analysis

- Assisting in the development of economists within the office – i.e. improving their understanding of regulatory finance principles

The above responsibilities will require the ideal candidate to:

- Perform rigorous financial analysis of data and reports

- Prepare clearly thought out and logically structured and written arguments and documentation

- Review and edit work performed by junior staff to ensure quality management

- Develop and maintain effective client relationships

- Provide sound strategic advice to clients

- Demonstrate creative approaches to client concerns

- Manage a team of professional economists in situ, as well as project-specific teams across geographies

- Provide updates and training on regulatory issues and aspects to internal stakeholders

EDUCATIONAL QUALIFICATIONS AND PAST EXPERIENCE (ROLES AND ORGANISATIONS)

- Strong academic background from a leading academic institution

- A qualified Chartered Accountant/MBA at a Big Four Firm with regulatory finance experience

- Desire to diversify into economic consulting

- 3+ years post qualification experience with clients in either economic regulation (utilities, telecoms, energy etc) or in corporate finance or transfer pricing

- Able to design and construct complex financial models that are able to compute company valuations, profit ratio outputs and taxation liabilities, eg. read and interpret several years of a company’s financial statements and make inferences about trading profitability, financial health, liquidity and future prospects

- Able to draft detailed and convincing reports that clearly explain financial and economic principles and findings of analysis without supervision and with minimal grammatical errors.

- Able to verbally present analytical findings and summaries of draft reports to clients in a confident and coherent manner

- Able to manage projects that involve regular liaison with clients and supervision and co-ordination of more junior staff.

- Proven familiarity and experience working with Indian Governmental statistics/regulations and an in-depth knowledge of sourcing relevant financial data within India.
