Location : North India
Position Reports to : Vice Chancellor (also accountable to Directors)
Reportees : Deputy Registrars in each of 4 locations

Brief Job Profile :
Purpose :
- Ensure smooth functioning of University as per Acts, Rules, Regulations and Policies in existence
- Implement academic and administrative policies; ensure compliance with regulations
- Strategic Roles
- Maintain & improve imagery of University
- Operational Roles
- Custodian of records
- Organize and administer all student and staff records
- Plan and execute smooth issuance of Degrees/Diplomas, Medals, Verification etc
- Issue Certificates in time ahead of formal Convocation Event
- Compliance of University's Policies & Procedures
- Review compliance by various functionaries to University's policies and procedures
- Review policies that need corrections and/or alignment with university's goals and objectives; make a case; present and discuss among stake-holders and ensure compliance
- External Face
- Communicate with Government bodies on behalf of University (including RTI)
- Sign certain kinds of agreements and MoUs on behalf of the University
- Seek, disseminate and discuss with stake-holders on legal matters; coordinate on behalf of University for initiating / managing legal proceedings
- Maintain relations with peer Universities; present to University's stake-holders on alternate solutions including how they have been addressed by peer Organizations
Statutory & Regulatory Compliances :
- Ensure compliance with provisions of UGC Act, PF Act, Gratuity Act, Societies Act and such Acts governing working of Universities
- Serve as ex-officio Secretary to most formal bodies of BITS, namely, Board of Governors, General Body Senate, Finance Committee, Research Board and Examinations Committee by ensuring that meetings are held; minutes of discussion documented and circulated; actions taken on matters identified
Others :
- Plan and conduct Convocation
- Review and oversee activities such as appointment, transfer, promotion, compensation & benefits, disciplinary issues and such
- Issue Office Orders and Notices to communicate (to Faculty and staff members) of any changes in University policies
People Management :
- Define KPIs to team members; periodically review performance and provide assistance to team in meeting their targets
- As needed, plan and oversee recruitment activities to supplement human resources for right execution of his functions
Tactical Roles :
- Establish a direct channel of communication with his team - starting with the senior-most to the blue-collared workmen - listen & address their issues
- Establish good relations with the Government functionaries that have touch points with University's working
Key Domain Competencies :
- Ideal candidate would have first-hand understanding & hands-on experience of Regulations pertaining to Academic world; alternatively, candidate would come with a capability to quickly absorb these details. Typical domain competencies encompass following -
University Policies :
- Faculty, student & University related rules & regulations
- Regulatory matters pertaining to Universities and education
- Understanding of legal & finance matters; exposure to ERP
Brief Profile of Candidate :
- At least 15 years- of experience in executing tasks comparable to ones needed in this role; (preferable, not compulsorily in a University or an Institute of Higher Learning)
- High education qualification; non-Academic work experience
- Possible profile - HR Professional; qualified Company Secretary; CA; experienced with issues compliance to regulations, record custodianship, and, in reviewing status quo and advising new practices
- Preferable age 40 - as long as this role fits into long-term interest and temperament; he is able to gain acceptance and credibility with his stake-holders
