Summary:
Manages staff responsible for and performs the recruitment lifecycle including screening, interviewing, and recommending qualified candidates for all levels of staff and management positions. Develops and implements department best practices, policies and procedures under the direction of the Regional Head of Human Resources and Director Talent Acquisition. Oversees staff workloads and reassigns resources as necessary.
Primary Accountabilities:
1. Manages/performs a full range of recruiting functions. Seeks out candidates using advanced sourcing techniques and resources. Develops new candidate sources, including networks, referrals, and outreach programs. Mines web for passive candidates. Screens candidates to develop a "short list" of top qualified candidates using behavioral interviewing techniques and other methods/tools. Makes offers to candidates following internal policies and practices.
2. Proactively consults with all levels of management regarding staffing strategy and requirements. Anticipates hiring needs and supports the development of strategic workforce plans. Initiates and maintains communications. Negotiates service level agreements with clients; delivers service to meet or exceed those agreements.
3. Monitors recruiter workloads and adjusts department workloads as necessary. Resolves department escalations under the guidance of the Regional Head of Human Resources (hard to fill requisitions, vendor issues, background checks, etc). Acts as department subject matter expert concerning the use and enhancement of recruiting systems.
4. Develops candidate sourcing strategies, monitors vendor budgets and agreement fulfillment, and develops talent acquisition policies and procedures under the direction of the Regional Head of Human Resources and the Director of Talent Acquisition.
5. Performs aspects of general Human Resources functions to support the day-to-day and strategic operations of the regional office, as assigned by the Regional Head of Human Resources.
6. Performs duties inherent in a managerial role. Conducts performance reviews, approves requests for vacation/PAL, manages performance issues, and has hire/fire authority. Trains, coaches, mentors and directs the work of direct reports.
Minimum Qualifications:
Degree in Business, Human Resources or related field, or equivalent experience
Six (6) years of progressive and relevant work experience, including experience in recruiting for all levels of operations, sales and management
Advanced computer skills including MS Office
Demonstrated ability to influence and motivate all levels of management and staff
Excellent interpersonal and communication skills
Must be able to work independently
Conversational English language communication skills required
