Job Location: Dubai (Abu Dhabi)

Candidate should have sound knowledge with Projects, Operations & Maintenance Management Techniques / Principles applied at Onshore & Offshore environment. Possess professional experience in Shutdown, Turnaround execution and Project management for Gas Processing plants, Refineries, Liquefied Natural Gas (LNG) plants, oil and gas sectors.

Besides execution, proficient in development of Project and Turnaround contracts including work scope for sub contracts, execution plans, budgets, coordination of multi discipline activities, change management including vertical and cross functional reorganizations.

Candidate should have hands-on experience on Planning Tools such as Primavera P6, Microsoft Project, Visio Planner & on Maintenance Management System such as SAP. Full Command on Process, Procedures, Policies & Strategies applied across the Industry.

Responsibilities:

- Responsible for the production of Contract document (RFQ/ITB), selection of proven international Sub-Contractors through competitive bidding process.

- Overseeing all proposal activities, including directing proposal personnel, managing proposal schedules and deadlines, developing proposal outline and compliance matrix, and monitoring the progress of the proposal.

- Preparation of Capital and Revenue Budgets for Turnarounds and Projects.

- Review and understand all relevant documents pertaining to the project.

- Setup a Turnaround interface strategy framework for Turnaround execution to consolidate with all relevant stakeholders in the shutdown.

- Establish and define any job oriented project control procedures and identify the level of resources required to operate them.

- Implement and improve the Project Schedule Planning & Control Procedure and the Progress Measurement Procedure.

- Establish and communicate cost and schedule baselines and ensure control mechanisms are in place to monitor performance.

- Review overall project status with the Project Control team and Project Management and recommend corrective action where necessary.

- Liaise with other Departments at all meetings relevant to project operations and ensure that the time and cost plans are updated to reflect latest information.

- Work with Business Development Managers to prepare proposal plans that meet the objectives of the proposal requirements and timeline.

- Management of the relevant Proposals discipline, including preparation and issue of all company response to client tenders, expressions of interest and pre-qualification requests.

- Identifying initial project risks on all relevant tenders prior to proceeding bid activities

Qualification:

- B.E/ BSC - Mechanical Engineering

- Minimum of 12 years- experience in Proposals, Planning &Contract Management in Oil & gas (Shutdown/ turnaround) Industry in a large Proposals Department with at least 10 years with an Oil and Gas (Shutdown/ Turnaround) background.

- Sound professional and communication skills Commitment to the continued growth and success of COMPANY Assertive, but polite Ability to communicate

- Experience in dealing with ADNOC/ ADGAS

- Pakistani And European national candidate would be preferable

- Thorough understanding of construction, shutdown, turnaround projects

- Well-developed interpersonal and communication skills
