We need a Programme Manager (Youth) as part of the global Organisation family, implementing and maximising the impact of Organisation's contribution to overcoming poverty and disadvantage. This will involve not only developing new relationships with strategic partners to shape Organisations goals in country, but also managing our people and volunteers and being accountable for financial and legal compliances. Importantly, you will be securing resources, raising the profile of Organisation and volunteering within India and representing Organisation to government and international agencies, donors and the corporate sector - championing our values and vision at all times.
Job Description: Programme Manager (Youth )
Job Purpose:
- The manager is responsible for the overall management and delivery of youth programme. Organisation aims a self-motivated, highly energetic and organized youth institutions and national & international youth volunteering to implement innovative strategies to promote the values of the volunteerism and increase participation and opportunities for youth development at all levels.
- The successful candidate will work directly with diverse partner at local, national and global level responsible for the development of youth and provide support in the design and implementation of new and existing youth programme
Responsibilities:
- Strategic Leadership: Responsible for design, implementation and evaluation of youth development strategies, initiatives and programs, to build youth programme within the organization Working with the Country Directors and relevant teams, input into strategic areas of project development within programme strategy
- Relationship Building & Influencing : Proactively promote the programme outcome through workshops and conferences, creating external project-specific research and dissemination materials, and meeting donors and other officials as required for scaling up and resource mobilization Input into project-specific policy work to influence local, regional and national government and other key actors (including private sector, donors and other NGOs for youth development policy
- Resource Mobilisation & Programme Funding: Work with Funding team and other staff to define policy and learning objectives for new projects, and how to achieve them Provide strong technical input into new proposal development, and in particular, play a leading role in shaping youth development programme Proactively work with regional & global staff and country director to participate in fundraising and relationship management to ensure high standard of performance in all aspects of resource management including Donor Identification, Engagement and designing project proposal to create strong pipeline Routinely review donor information in the livelihood sector through networking and engagement to feed into developing strong pipeline
- Partnership Development & Management: Support project manager in establishing appropriate management structures for each project or activity within the sector, with clear roles and responsibilities for each involved party.
Oversee the overall partnership relationship of the responsible sector to ensure smooth project delivery.
- Develop and maintain good and productive working relationship with different partners and government representatives/institutions for their necessary technical and methodological inputs, resource mobilization as well as integration etc., for effectiveness and success of the Organisation supported project/program. Support to and ensure field staffs for engaging in extensive, regular consultations with all project stakeholders, including participating communities, mass organisations, government ministries and departments, local/international volunteers, Organisation project staff, and consultants.
- Monitoring & Evaluation: Play a leading role in developing and implementing the livelihood strategy of Organisation Provide necessary technical and methodological supports for need & impact assessment and take a leading role in program/project development Ensure that activity design and overseeing its implementation confirm to Organisation principles, approaches, policies, guides, standards etc., and donor requirements, including crosscutting issues (gender, environment, governance etc).
- Provide timely advice of actual or expected changes in the project environment that impact on the relevance of plans, timeframes or expected achievements, including recommendations for amendments to project design (activities, timeframe, budget) to the project manager
- Provide timely advise in financial monitoring and preparation of financial and grant reports with INGO or/and relevant ministry, project design for target proposal writing and proactive relationship building with donors to engage in Organisation programme
- Project managers are performing well as individuals and working effectively together and with others to meet programme objectives. Individual performance and satisfaction are maximized through efficient support structures and procedures within the legal framework of the country and within Organisation policies and guidelines. Each team member has a professional development plan, designed to maximize professional development outcomes and continuous learning, with progress reviewed each quarter. Regular team and individual review meetings in place across whole team.
Programme expenditure & quality is reviewed and monitored regularly.
Programme is delivered within budget.

- Programme development is informed by consultation with partners, volunteers, internal stakeholders and beneficiaries.
- Partners are provided with growing and widening range of support based on Organisation's core competencies.
- High quality placements are developed and documented based on thorough assessment of partner needs.
- Lead & oversee the Monitoring & Evaluation framework effectiveness and efficiency includes Partnership Reviews Baseline Surveys and additional Monitoring & Evaluation initiatives undertaken during this financial year.
- Targets for annual partnership reviews, baseline surveys and other global Monitoring & Evaluation requirements are met. Beneficiaries, partners and volunteers are integral to review of Organisation programmes
- Evidence of lessons learnt from evaluation being used to adapt ongoing programmes and inform future programme development. Information on good practice, learning and knowledge is sought and shared within country, region and wider organisation.

Essential:
- Programme Management: Experience of planning, designing and managing programmes with many stakeholders, delivering in challenging contexts to deadline. Ability to understand wider objectives of the programme. Good knowledge of techniques for planning, monitoring and controlling programmes, including risk management. Strong knowledge of project management approaches such as PRINCE2
- Leadership: Strong leadership and people management skills, managing within large complex global teams in a matrix management environment.
- Fund Raising : strategic representation of Organisation programme to institutional donors & government and influencing for funding commitment
- Communication: Excellent oral and written communication skills with ability to vary communication content and style to suit audience to inform, motivate and inspire.
- Relationship Building: Ability to build strong working relationships across the organisation at all levels, inspiring confidence and credibility with employees. Strong influencer of others, particularly at a senior level. Ability to work effectively with globally dispersed teams.
- Organisation and Planning: Excellent coordination / planning skills to tight deadline. Time management skills.
- Financial: Experience of successfully building and managing large and complex programme budgets. Resource allocation experience.
- Analysis and Creative Problem-Solving: Ability to analyse, grasp fundamentals of an issue, finding innovative ways to solve or pre-empt problems.
- Flexibility: Ability to manage a large and complex project in a climate of change, recognising and being open to ambiguity and opportunities.
- Desirable Practical experience within a volunteering/Non Government Organisation context. Commitment to Organisation's work and values
