Procurement and Training:
1. Identify and assess the capacity gaps and systemic weaknesses
2. Support CLIENT in strengthening procurement systems, processes and documentation
3. Support CLIENT in computerizing the department as per defined requirements
4. Research and document best practices followed in other states
5. Identify and assess the gaps in supply chain system at the regional, district as well as state level including
a. Demand and supply
b. Warehousing
c. Distribution systems
6. Create a strategy to improve existing supply chain system to avoid stock outs and expiry
7. Create a strategy to computerize CLIENT
8. Assist in institutional strengthening of CLIENT in the areas of
a. EDL preparation
b. Demand forecasting
c. Procurement systems
d. Inventory / asset management
e. Supply and logistics management
9. Handhold CLIENT in standardization of their bidding documents and preparation of a procurement manual
10. Conduct a feasibility study to establish e-procurement systems in CLIENT
11. Assist CLIENT in introducing e-procurement system
12. Identify the requirements and steps required for implementation of e-procurement
13. Outlining a detailed work plan and staff, logistics and other office automation accessories required for proper functioning of e-procurement
14. Formulate transparent procurement guidelines and policy, complaint handling mechanism and transparent procurement act
15. Understand the existing capacity of the department's staff and outline a detailed training plan, training curriculum, modules and materials
16. Deliver trainings as well as refresher training to the department's staff accordingly on best procurement, supply chain management practices / procedures and government financial rules among others.
17. Conduct pre and post training evaluations
18. Conduct practical procurement handling and supervision training for at least three categories
