The Monitoring Specialist provides technical assistance in: general program monitoring and evaluation; use of a Web- based management information system; developing indicators for monitoring government program performance; developing and maintaining the Performance Management Plan and project-level monitoring and evaluation plans; supporting monitoring project design; producing annual reports on project performance; and supporting the organization to learn from and make decisions based on monitoring and evaluation data

Key Aspects of the job:

- Should be able to prepare operational framework for compliance, field assessments, monitoring and reporting of the flow and utilisation of funds, performance of Government schemes by various implementing agencies towards charter or fund objective or investment management agreement

- Prepare SOP for monitoring and reporting activities in discussion with fund/ central/ state agencies and implementing agencies for Monitoring end-use of funds loaned / investments out by central/ state agencies to various implementing agencies and development programmes through on-site and off-site inspections of records on a random sample basis

- Collection of data and Preparation of quarterly and half yearly reports

- Field verification of scheme operations and performance

- Integrating technology for ease of information flow

- Knowledge management: Collect or compile of success stories, good practices and case studies of preparedness, DRR and disaster response projects.

- Managing team of 3-4 Monitoring officers (direct reportees)

- Reporting for Trustees

- Demonstrated ability in data analysis, project design, monitoring, and evaluation of implementation and development activities.

- Experience developing results frameworks, logical frameworks, or similar tools for project design is required.

- Experience developing and/or using performance management plans or similar tools is required.

- Demonstrated knowledge of and experience in monitoring and evaluating programs - including indicator development, study design, and data analysis - in multiple sectors. Experience using knowledge management software or database is highly desired.

- Experience managing grants or contracts is also highly desired

- Excellent analytical skills and the ability to summarize disparate information in a clear and concise manner

- Excellent research and data collection methodology skills

- Ability to create organizational work plans based on higher-level goals

- Ability to lead and coordinate multiple offices through multiple step processes

- Skills in supporting staff with a variety of levels of knowledge and capabilities

- Strong organizational skills in order to balance competing priorities

- Ability to work independently to efficiently meet deadlines

- Strong interpersonal skills

- Oral and written communication skills to deal effectively with mid and high level partner contacts, the government agencies, and the local communities.

- Excellent computer skills, including word processing, spreadsheet programs and data base management
