Key Responsibilities:
Payroll Processing:
- Oversee the preparation and processing of bi-weekly, semi-monthly, or monthly payrolls.
- Ensure accurate and timely execution of payroll operations, including salary disbursement, bonuses, and deductions.
- Verify payroll calculations and resolve discrepancies.
Compliance and Reporting:
- Ensure compliance with federal, state, and local payroll, wage, and hour laws.
- Maintain and update payroll records and ensure proper documentation for audits.
- Prepare and submit required payroll reports and filings, such as tax returns and year-end reports.
Systems Management:
- Manage and optimize payroll systems and software.
- Coordinate with IT and software vendors for system updates and troubleshooting.
- Train staff on payroll system functionalities and updates.
Employee Relations:
- Address and resolve employee payroll-related inquiries and issues.
- Communicate payroll policies and procedures to employees.
- Ensure confidentiality and security of payroll information.
Process Improvement:
- Identify opportunities to streamline payroll processes and improve efficiency.
- Implement best practices in payroll administration.
- Lead or participate in payroll-related projects and initiatives.
Financial Reconciliation:
- Reconcile payroll accounts and ensure accuracy of payroll data.
- Coordinate with the finance team for budget preparation and financial planning related to payroll.
Qualifications:
- Bachelor's degree in Accounting, Finance, Business Administration, or a related field.
- Minimum of 5 years of experience in payroll management, preferably in the housing finance sector.
- Comprehensive knowledge of payroll regulations and compliance requirements.
- Proficiency with payroll software (e.g., ADP, Paylocity, SAP) and Microsoft Office Suite.
- Strong analytical and problem-solving skills.
- Excellent communication and interpersonal skills.
- Certified Payroll Professional (CPP) designation is a plus.
