Manager - MIS

Job Summary:

The Manager - Management Information Systems (MIS) will be responsible for strengthening and implementing a robust data management framework and overseeing the organization's Management Information Systems. This role will ensure the accurate collection, management, analysis, and reporting of data across all projects and programs, contributing significantly to informed decision-making, program effectiveness, and stakeholder reporting. The Manager will also be responsible for training and supporting staff in data management best practices and tools.

Responsibilities:

Data Management Framework Development and Implementation:

- Develop, implement, and maintain a comprehensive data management framework, including data collection methodologies, data storage protocols, data quality assurance processes, and data analysis plans for all projects and programs.

- Establish and enforce data standards, policies, and procedures to ensure data consistency, accuracy, and integrity across the organization.

- Identify and implement strategies for data integration from various sources to create a unified and accessible database.

- Develop and maintain data dictionaries and metadata to ensure clarity and understanding of data elements.

Data Collection and Quality Assurance:

- Oversee and manage data collection processes, ensuring adherence to established protocols and timelines.

- Implement and monitor data quality control measures to identify and resolve data discrepancies and errors.

- Develop and implement data validation checks and procedures to ensure data accuracy and completeness.

- Provide guidance and support to program teams on data collection methodologies and tools.

Data Analysis and Reporting:

- Lead the analysis of program data to identify trends, patterns, and insights relevant to program outcomes and impact.

- Prepare detailed, high-quality reports, dashboards, and visualizations on program performance, impact, and key indicators for internal and external stakeholders.

- Develop and implement reporting mechanisms to track progress against targets and identify areas for improvement.

- Respond to ad-hoc data requests from program teams, management, and stakeholders.

MIS Systems Management:

- Oversee the development, implementation, and maintenance of the organization's Management Information Systems (MIS) and databases.

- Ensure the efficient and effective functioning of MIS systems, including data entry, storage, retrieval, and reporting functionalities.

- Troubleshoot and resolve any issues related to MIS systems and data.

- Evaluate and recommend upgrades or new technologies to enhance the organization's MIS capabilities.

Data Security and Integrity:

- Ensure the security and integrity of all data and information systems, adhering to data privacy regulations and organizational policies.

- Implement and maintain data backup and recovery procedures.

- Manage user access and permissions to the MIS system to maintain data security.

Training and Capacity Building:

- Develop and deliver training programs for staff on data management principles, tools, and best practices.

- Provide ongoing support and mentorship to staff on data-related tasks.

- Develop training materials and resources for data management.

Collaboration and Communication:

- Collaborate effectively with program teams, partners, and stakeholders to understand their data needs and provide relevant information and support.

- Communicate data findings and insights clearly and concisely to both technical and non-technical audiences.

- Participate in meetings and discussions related to program performance and data.

- Foster a data-driven culture within the organization.

Project Management:

- Manage MIS-related projects, including planning, implementation, and monitoring.

- Ensure projects are completed on time and within budget.

Other Responsibilities:

- Stay updated on best practices and emerging trends in data management and MIS.

- Contribute to the development of project proposals and reports.

- Perform other duties as assigned by the supervisor.

Job Requirements:

Education: Bachelor's degree in Computer Science, Information Systems, Statistics, Data Science, or a related field. A Master's degree in a relevant field is highly desirable.

Experience:

- Minimum of 4-7 years of progressive experience in data management, MIS administration, and data analysis.

- Proven experience in developing and implementing data management frameworks and systems.

- Hands-on experience in project management, including planning, implementation, and monitoring of MIS projects.

- Demonstrated experience in training and capacity building for staff on data-related topics.

Skills and Competencies:

- Strong Skills in Data Analysis: Proficiency in quantitative and qualitative data analysis techniques, statistical methods, and data interpretation.

- Hands-on experience in Project Management: Ability to plan, organize, and manage projects effectively.

- Proficiency in data management software: Expertise in using data analysis software such as SPSS, Stata, R, or Python.

- Proficiency in Microsoft Office Suite: Advanced skills in Excel (including data manipulation, formulas, and charting), Word, and PowerPoint.

- Excellent Presentation and Communication Skills: Ability to present complex data and findings clearly and concisely to diverse audiences.

- Strong Oral and Written Communication in English: Excellent written and verbal communication skills in English are essential.

- Knowledge of database management systems (e.g., SQL, MySQL).
