Position - HSE Manager
Job Purpose:
- Develop, document and fully implement the HSE Management System, [HSE-MS] incorporating the Groups minimum requirements & ensure compliance with all relevant HSE Legislation.
- Support and challenge the Terminal, Port and Projects Leadership Team with expert advice on HSE issues required to make sound risk-based business decisions, both short & long term complying with the Groups standards.
- Ensure the control of personal and process hazards with adequate check and balance systems is in place with support of Site Management.
- Champion Emergency Response for the site and ensure adequate ER training is provided to all critical responders.
- Ensure a healthy stakeholder relationship is established & maintained with the local authorities & neighboring companies as per company's SP & SD policy.
- Ensure the full compliance with Group Data reporting procedures for Shell and TOTAL for all HSSE Documents.
- Ensure that HGC fulfills all the license to operate conditions. Prepare and submit monthly, quarterly & yearly to the local pollution control authorities on time.
- Design and deliver the best practices and control frame work compliance for the Terminal and port expansion work & ensuring legal compliances.
- Working through HSE manager (port development) to enable the sub concessionaire demonstration of the best practices of HSE MS in line with Shell and Total systems.
- Follow up on the environmental clearances, name transfers, compliances with statutory authorities regarding multi cargo port development & project work.
- Management of Statutory approvals:
- Maintain the legal register of existing permit conditions including H, S, E and other requirements and ensure the compliances and time bound renewals.
Job Knowledge, Skills & Experience:
Essential Requirements :
- Bachelor degree in Chemical or Mechanical Engineering
- A proven track record of at least 10-15 years experience in a capacity of Operations and HSE of a large Refinery/Petrochemical Complex or other Oil & Gas facility.
Desirable Attributes :
- A recognized formal qualification in the field of HSE Management.
- Experience in establishing an integrated HSE Management System in an organization.
- Ability to set & achieve challenging HSE Targets with minimum supervision. Experience in setting KPIs and effectively monitor performance
- Exceptionally positive - Must, & Can Do- attitude & approach, which - naturally- inspires all those with whom he interacts, both contractors & staff, to make HSE their numerouno objective.
- To be fluent in the local language (Hindi & Gujarati preferable).
- Good liaisioning skills with stake holders.
