1. POSITION(S) VACANT: Manager- Grants, International Union Against Tuberculosis and Lung Disease (The Union), New Delhi

2. ORGANIZATION BACKGROUND:

The International Union Against Tuberculosis and Lung Disease (The Union) is an international membership, technical and scientific organisation, headquartered in Paris, France. Established in 1920, The Union is led by people who are committed to a healthier world for all, free of tuberculosis and lung disease.

The Union has been working to improve health for people in low and middle-income countries, by conducting scientific research, and working with governments and other agencies, to translate research into better health for people around the world, and delivering projects directly in the field, driving change to ensure the best quality care.

About the Project:

iDEFEAT TB - Institutional Strengthening to Accelerate Actions for TB and Drug Resistant TB in India is USAID's flagship TB project in India. The overall goal of the project is to strengthen TB-related institutions focusing on programmatic and clinical management of patients with TB and DR-TB, thereby contributing to achievement of India's National Strategic Plan and targets set forth at the United Nations High-Level Meeting on TB. iDEFEAT TB will be implemented by The Union-led consortium of partners

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Senior Manager Finance, the Manager - Grants shall be responsible for preparation/ management of agreements with sub grantees, accounts payable, partnership data base management, coordination & communication with the technical team, resolution of accounting queries, supervision of accounting and bookkeeping. The Incumbent shall be required to monitor project utilization, as appropriate, to the specific requirements of the assigned project. S/he stays updated about the latest development in legal and project management applicable to the non-profit sector.

Key Roles and Responsibilities:

(1) Assist in the modification, development, enhancement of the grant management system for the Global Fund grant; including systems for management of sub-grants to SRs and SSRs;

(2) Prepare contracts, ensuring appropriate terms and conditions are incorporated and ensuring compliance with grant requirements as well as applicable laws and regulations;

(3) Review budgets, cost items, and prices to ensure accuracy, completeness, and compliance for approved proposal and negotiate with contractors;

(4) Conduct grant negotiations, grant administration, and grant monitoring activities in accordance with the Union's policies and in alignment with the requirements set out in the donor's grant agreement;

(5) Review, compile and maintain all required grant information from SR/ partners and project staff;

(6) Track all open contract actions to ensure timelines are met and attend all meetings where representation is required;

(7) Coordinate schedule of grant monitoring (program and financial) activities for grants, according to the Union's grant monitoring policy; participates in a joint review of grants to SRs and partners;

(8) Undertake travel for grant monitoring and ensure that all visits are properly planned and followed up with visit reports;

(9) Assist and provide support and required documentation during visits from auditors for the project/ organisation;

(10) Ensure necessary filing of support documents, donor correspondence, relevant approvals, and any other relevant background information as well as decisions taken;

(11) Perform any other relevant duties as required by the Supervisor and/ or Senior Manager Finance of The Union South-East Asia office;

(12) Assist and provide support and required documentation during visits from auditors.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

(1) Applicants must have a Master degree in Commerce/ MBA Finance or equivalent;

(2) Qualification of CA/ ICWA is desirable.

Experience:

(1) Applicants must have at least seven years of professional business or financial management experience, of which four years of grant financial management experience;

(2) Experience of working with grants or contracts funded by the Global Fund and/ or USAID will be considered a significant plus;

(3) Proven track record in grant writing including but not limited to local and state government grants, and/or capacity-building proposals;

Skills and Competencies:

(1) Proven ability and experience in leading and facilitating training workshops.

(2) Must be a self-driven individual with a strong sense of initiative

(3) Work effectively within a team environment throughout the development life cycle.

(4) Good interpersonal skills including problem solving and leadership abilities.

(5) Excellent verbal and written communication skills.

(6) Detail-oriented with the ability to work independently.

(7) Working knowledge of Microsoft Office applications including Excel, Word and Power Point and Outlook.

(8) Ability to plan, set priorities, handle multiple tasks under tight deadlines

(9) Result orientation with strong customer and process orientation;

(10) Ability to work independently and as a team player, in a complex, multicultural environment;

(11) Strong planning and organizing skills;

(12) Assertive with strong negotiation skills;

(13) Flexible with the ability to handle multiple tasks and work collaboratively within a matrix-oriented environment;

(14) Excellent oral and written communication, both in English and Hindi;

(15) Willingness and ability to travel as necessary (upto 30% of the time).

5. COMPENSATION OFFERED:

Gross compensation for the position is Rs. 14 lacs per annum. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
