Job Summary :

The QA Manager will be responsible for developing and implementing Quality Assurance framework consistent with Company's DCPE charter, DCPE Handbook and procedures and practice recommended by Institute of Internal Auditors. Responsible for executing independent testing on compliance with the Quality Assurance and Improvement Program (QAIP) within Internal Audit to determine adequacy of the Audit process and adherence to Internal Audit Professional Practice Framework.

- The QA Manager will report into Head of Internal Audit, co-ordinate with QA Director - Company Head Office and develop executive report for Regional DCPE Executive Committee.

Responsibilities :

- Make planned and documented commitment to develop & implement QAIP.

- Report periodically to the Regional Head of Internal Audit, Regional Executive Committee on the initiatives taken under QAIP, its status and effectiveness

Responsible for executing and conducting :

- Quality Assurance Reviews (QARs) on the basis of criteria defined under QAIP on sample missions

- Discuss with Audit Supervisor and Head of Mission the queries raised under review

- Issue individual QAR report for each mission indicating report rating and improvement areas to be considered in future mission

- Issue overall QAR report at the end of reviews highlighting improvement themes for the entire department

- Prepare and report synthesis to Head of Internal Audit and Regional Executive Committee along with recommendations for each findings

- Liaise with Quality Assurance Director, DCPE head office, for any initiative taken under QA at global level

- Responsible for internal audit reporting on Quality Assurance Framework to DCPE Head Office and regulators

- Support colleagues of the DCPE Audit team in applying the Quality Assurance and Improvement program and methodology

- Write, revise and verify quality standards in line with the professional practice frameworks.

- Facilitate training, learning and knowledge dissemination events for staff; contribute for training and knowledge dissemination strategy for the department, assessing the feasibility of different delivery methods

- Undertake other duties consistent with the purpose of the role.

Qualification and Experience :

- Bachelor's degree in finance, accounting, business or related field

- Chartered Accountant / Certified Public Accountant or equivalent

- Certified Internal Auditor from Institute of Internal Auditor will be preferable

- At least 6 to 8 years experience in internal or external audit in financial sector

- At least 1-2 years experience in Quality Assurance function and proficient with IIA standards related Quality Assurance and Improvement program recommended by IIA.

- Knowledge of banking regulations

- Proficient in Microsoft Office (Outlook, Word, Excel & Power Point), strong technology and computer skills

- Experienced in developing procedures and work programs will be valuable

- Ability to work in a team environment; as well as independently

- Excellent written and verbal communication skills
