Strategic : - Develop and periodically review project procurement model based on domestic-global trends, best practices, business requirements, internal cycle times, storage capacity etc in consultation with the vertical heads - Lead identification and facilitate selection of suppliers for raw materials based on BoM requirements for solar projects - Regularly track and monitor pricing of the project materials (Civil, Non-Civil, Spares &amp; Consumables) and analyze price movements to develop price forecasting models and feed it into procurement planning Financial - Ensure adherence towards project procurement budgets in line with the annual business &amp; budgeting plan - Assist Head- Supply Chain in commercial, T&amp;C settlements of suppliers ; Work closely with finance, legal departments to - Minimize contingent liabilities and demurrages on account of infringement of contract terms/delayed payments/violations of customs/excise regulations - Maximize duty drawbacks where applicable and obtain favorable credit terms with vendors and suppliers - Ensure enforcement of penalties / fees to vendors in case of any deviations from tender agreement - Leverage multi-site project based on the comapny to attain bulk bargains while being aligned to the organization projects pipeline and key commercial-quality considerations Process: - Assist Head - Supply Chain in procurement planning, identification and development of vendors for procurement of Balance of systems parts and other class B and class C items (civil &amp; non-civil items) for Projects; continuously update vendor master database - Support Head- Engineering Design / Pre- Sales Tech Support teams in obtaining quotes for Bill of Quantities and package lists for all equipment and work aspects based on the RFQ/RFP - Based on the Detailed Project Report, coordinate with the Projects team to finalize BOQs for the project; Support Project manager in preparation of - Projected Cash flow statement- for the project - Ensure timely preparation of RFQ / RFP by accurate and timely consolidation of technical and quality specifications provided by the project leads for supplier/service provider selection if no vendor is empanelled - Undertake evaluation of technical and commercial aspects of the bids received against tender terms and prepare vendor evaluation report including comparative statement against empanelment criteria - Conduct negotiations on financial and other terms and conditions for supply. Assist the Head- Supply Chain in finalization of supplier and closure on the contract balancing company's short term &amp; long term interests - Deploy SOPs around to mitigate risk and ensure standardized and transparent procurement while adhering to internal SLAs; Based on the BOQs, raise requests for internal stock transfer for PV modules &amp; raise PO/ SO for other project items/ services - Monitor purchase orders to ensure adherence to preset requirements, specifications and timelines; Work closely with the logistics team to enable timely supply of materials required at project sites - Ensure proper documentation of all purchase agreements and other requisite documentation in line with corporate policies and regulatory standards; Keep track of the import /domestic regulations impacting cost &amp; delivery schedule of material &amp; recommend solutions around the same - Obtain RA billing scheduler from the sub-contractors ; Follow-up with Head - Payables &amp; Receivables to facilitate timely payment to vendors/suppliers/contractors against PO/SO - Co-ordinate with vendors to ensure that they comply with the agreed upon standards in terms of price, quality, quantity, and defect percentage and other agreed upon metrics. - Conduct vendor performance monitoring and quality checks for each project thereby enabling supplier selection/de-selection decision making - Ensure that all IT / ERP System implementations are carried out effectively in the department and leveraged in the most effective manner. Ensure timely provision of MIS reports on project sourcing for management monitoring and reviews
