Procurement Lead
The organization is working with the Agriculture Department of a state in realising the vision and mission of transforming the agricultural economy. Adopting a data-driven approach, our strategic and implementation support will broadly focus on the following key areas:
- Ensuring high quality materials and inputs for crops, horticulture, sericulture, livestock, fish and poultry
- Promoting the state's comparative advantage by designing roadmaps for promoting unique and niche crops
- Securing livelihoods through enhanced jobs and income generation by diversification of agriculture and integrated livelihood systems.
- Promoting secondary agriculture and developing the agri-value chain and marketing opportunities
Required competencies for Procurement Lead :
- Minimum 4 years of demonstrated experience in the preparation and management of winning bids for national clients.
- Experience of developing bids / BOQs and submitting on eProcurement portals/ GEM portal for state governments and national departments.
- Detail-oriented, flexible, and able to handle multiple concurrent tasks.
- Strong management skills, both in planning, scheduling, and managing multiple tasks and people.
Responsibilities :
- Support the Agriculture Department in procurement of goods, services and works for the implementation of the project
- Support the department officials in preparing Request for Proposals (RFPs), Request for Quotations (RFQs), Expression of Interests (EOIs), Notice Inviting Tenders (NIT), etc. as per requirement
- Support the department in complete procurement life cycle including invitation of bids, organising pre-bid meetings, issuing clarifications, bid opening, bid evaluation, selection of eligible responsive bids, preparing contract agreements, executing contracts with selected bidders, etc.
- Undertake comprehensive contract management of all procurements under this project
- Ensure that all procurements are carried out as per General Financial Rules/ other applicable guidelines
