1. POSITION VACANT: Human Resource Manager, Drugs for Neglected Diseases Initiative (DNDi), New Delhi

2. ORGANIZATIONAL BACKGROUND:

Drugs for Neglected Diseases Initiative (DNDi) is an international, not-for-profit, research and development (R&D) organization that develops and delivers new treatments for neglected diseases that affect millions of the world's poorest people.

Together with more than 200 public research and industry allies worldwide, DNDi uses the power of partnership, innovation, open science, and advocacy to find solutions to a great injustice. The lack of medicines for life-threatening diseases disproportionately impacts poor and marginalized people. Since its inception, DNDi has delivered 12 new treatments for people with Sleeping Sickness, Visceral Leishmaniasis, Chagas Disease, HIV, Hepatitis C, and Malaria, which have saved millions of lives. DNDi aims to deliver an additional 11-14 new treatments by 2028, addressing R&D gaps for neglected tropical diseases and viral infections, including new pandemic-prone diseases (such as COVID-19) and climate-sensitive diseases (such as Dengue), with a focus on the needs of patients in low- and middle-income countries.

DNDi's South-Asia Regional Office in India was established in 2004. An integral part of DNDi's global network, it mobilizes and supports Indian research and science institutions to develop an end-to-end approach to neglected diseases R&D. DNDi aims to co-create sustainable solutions with Indian partners while sharing expertise with the Indian biotechnology industry and ensuring access for patients and public health. The organization supports the implementation of R&D projects on Visceral Leishmaniasis, Hepatitis C, Filariasis, Paediatric HIV, Dengue, and Antimicrobial Resistance.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Overall Purpose:

Reporting to the Head of Operations - South Asia, the Human Resource Manager (HRM) shall contribute to the DNDi mission and the South Asia Office, through effective HR processes and best practices that support high-quality organizational results through high-performing, motivated staff, employee relations, employee engagement, fair and coherent compensation and benefits, performance and people management, learning and development, organizational culture as well as recruitment, throughout the South Asia region.

They will contribute to the DNDi's people strategy and implementation of global initiatives and projects to the region, ensuring equal treatment and opportunity for all.

The HRM shall act as a flexible team member, taking the lead on specific projects or participating actively in other HR activities based on needs.

Key HR Responsibilities and Tasks:

(1) Manage implementation of the local HR strategy, as well as annual HR action plans; Lead the development of the HR strategy going forward;

(2) Provide HR advice and support to the Senior Management of the South Asia Region;

(3) Align operational change needs with related HR actions that need to be taken;

(4) Maintain harmonized HR policies, procedures, and systems for the whole South Asia region;

(5) Manage recruitment and position changes throughout the region, as well as induction of new staff/ consultants by developing respective induction plans;

(6) Oversee the review and updation of job descriptions and manage the job grading process; Assist the Head of Operations and Office Director in structuring the office organization chart to facilitate the delivery of the organization's strategy;

(7) Oversee all HR-related day-to-day operations, including maintaining the org charts, preparation of contracts for consultants and staff members, and associated responsibilities;

(8) Manage the annual salary and benefits review process to ensure coherence and alignment with South Asian/ International markets and with DNDi's policies and South Asian employment regulations;

(9) Coordinate the annual performance appraisal process, including coaching concerned staff and managers and ensuring alignment with DNDi policy;

(10) Coordinate the creation of development and individual plans for managers and staff, as well as the Annual Local Training Matrix, as per the development needs captured within the performance appraisal process;

(11) Ensure delivery of mandatory training for all staff, along with maintaining and developing a calendar of training to be imparted the same throughout the year to all staff, based on staff needs and discussions with the Senior Management Team of the regional office;

(12) Liaise with relevant Learning and Development providers, internally and externally, and design learning programs;

(13) Manage people management processes (including performance management, succession, and retention planning), in partnership with the Senior Management Team in the region;

(14) Champion effective employee relations, by undertaking all necessary consultations and negotiations with staff on personnel issues to ensure that harmonious relationships and effective communication are maintained between management and staff; Manage performance issues, grievances, and exit procedures;

(15) Ensure appropriate documentation of HR policies and processes for staff and consultants within DNDi, or external partner organizations, if needed;

(16) Lead the implementation of a Human Resource Information System for the region and manage/ operate other HR tools. Act as the go-to person for the tools in the region, resolving issues faced by staff members;

(17) Monitor any possible crisis or risk to the organization and develop plans that will support such contingencies;

(18) Ensure that all project locations operate in strict compliance with DNDi policies and procedures, within local legal frameworks, as advised by the local authorities;

(19) Take over local HR management of the Delhi Office, including ensuring compliance with all local and/or regional statutory requirements and operational HR tasks;

(20) Data Management: Maintain and enhance employee info databases, for tracking and reporting purposes; Prepare reports for the senior management and headquarters, as requested;

(21) Liaise and cooperate with DNDi's internal and external auditors for HR audits and self-audits, if required;

(22) Assume responsibility for staff well-being and maintain a safe working environment;

(23) Track regulatory changes and ensure there are plans to enable compliance when the new/ revised regulations come into force;

(24) Work with local consultants in India as well as within the region, to ensure compliance with the HR laws of concerned countries;

(25) Track and share trends in compensation and future skills needed for the organization;

(26) Support the global team in the compensation benchmarking exercise for the region as and when it happens.

Administration and Other Activities:

(1) Manage the monthly payroll in collaboration with the regional finance team;

(2) Manage administrative matters (e.g., contracts, holidays, leave, general work permit issues, benefits, etc.) to ensure effectiveness and accuracy in implementation and execution;

(3) Manage welfare benefits and insurance;

(4) Identify challenges and red flags to minimize attrition by providing early warning signals;

(5) Support teams in the development of Job Descriptions for new employees and Terms of Reference for consultants, and ensure their updation and alignment with DNDi's policies;

(6) Participate as an active member of the Global HR team; Provide input to meetings, and discussions, and in case necessary liaise with colleagues in DNDi Offices regarding HR issues;

(7) Manage and oversee the day-to-day administrative activities of the agency support staff and ensure that all travel, administrative, and logistical support to the office is provided on time and as per organization policy. Participate actively in the consolidation and development of the Global HR framework.

Additional /Specific/ Project Responsibilities:

(1) Continue the development and implementation of a local Human Resources (HR) strategy, as well as ensure the observance and enhancement of existing HR policies, systems and processes for DNDi, in support of overall strategic plans;

(2) Provide strategic HR advice and support to the Head of Operations and Office Director of DNDi South Asia, as well as to the Senior Management Team;

(3) Work closely with the Global HR Team to ensure that the regional HR strategy is aligned with DNDi HR objectives and standards;

(4) Lead or participate in specific global projects as instructed by the Head of Operations, or Director of South Asia.

4. REPORTING:

(1) The HRM shall report to the Head of Operations - South Asia;

(2) The HRM shall additionally have a dotted line reporting to the Head of HR & Organization and South Asia Director, as contributing Manager.

5. INTERACTIONS:

(1) Work with several teams, and every department in the South Asia Office;

(2) Work closely with the HR team in Geneva;

(3) Perform a representational role through the promotion of programs and maintain productive relationships by projecting the image of a credible partner.

6. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

Applicants must have a post-graduate degree or master's degree in human resources.

Experience:

(1) Applicants must have a minimum of six years of relevant experience, including at least four years at the level of Senior Officer;

(2) Prior experience in the implementation of HR tools, as part of the team or a leader, is essential;

(3) Experience of working in the not-for-profit and/or private sectors is highly desirable;

(4) Working knowledge of the HRIS system shall be desirable.

Other Requirements

7. COMPENSATION OFFERED:

Gross compensation budgeted for the position is attractive and in alignment with salaries paid by leading I/NGOs for similar roles. The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

8. LOCATION: New Delhi. (The position requires travel up to 25% of the time.)

9. DURATION: This is a full-time position, and the successful candidate shall be offered an initial fixed-term contract for two years.
