Overall purpose of role :

- To work with key stakeholders on the ground to understand key learning requirements and socialise the Leadership & Learning programme along with Talent management

- To understand and inform L&L CoEs of all location specific content and logistical requirements to support the local implementation of global programmes and initiatives

- To provide on the ground support for the implementation of Leadership, Learning and Talent initiatives

Key Accountabilities :

Learning Solutions sourcing/ customization, Delivery and tracking effectiveness (35%)/ Talent Management

Demand Planning :

- Be able to effectively conduct and publish Learning Needs Analysis and negotiate with stakeholders for viable, effective solutions agreement

- Work with Development Partners/HRBPs to produce L&L demand plans for the local population, ensuring alignment with the wider People Agenda across multiple clusters and sites

- Identify resource requirements. Communicate requirements and effectively negotiate with Local/ Regional/ Global Learning Solutions management for reaching agreement on deliverables

Learning Solutions content management :

- Work with Cluster Business Managers and Learning Solutions Managers to build a business case for customisation of Global content to suit local requirements, or Source / internally develop new local interventions

- Supplier management across sites to ensure that agreed contracts are delivered with quality and follow the stringent governance framework

- Collaborate with Development Partners, Learning Solutions Manager and other members of L&L to ensure that the design of learning solutions is fit for purpose within each region/location

Learning Solutions Delivery :

- Be able to effectively deliver complex Global Leadership Curriculum Modules for AVP and above population across sites and clusters

- Effectively plan & execute the overall flow of learning events, programmes or courses across different sites and business clusters

- Communicate regularly with stakeholders, team and build and maintain relationships with learning Suppliers to ensure effective local delivery of training whilst maintaining regional/global consistency

- Provide all necessary on the ground support for the implementation of Leadership & Learning programmes

Learning Effectiveness :

- Plan and execute measurement of learning intervention effectiveness using different tools and techniques

- Publish progress and MI to stakeholders

- Utilize Talent Learning System to generate cluster wise data and reports

Talent Management :

- Partner extensively with the HRBPs to ensure completion of the Talent management activities: identification, developmental action plans, identify talent gaps, recommend and orchestrate the solutions to bridge the talent gaps, succession planning.

Programme Management and Support (25%) :

- Provide project management support for the deployment of the Global Curriculum, Leadership Curriculum and Executive Development Curriculum across all Barclays - business clusters and locations.

- Understand and work to document location specific logistical requirements and key contacts for ensuring effective deployment of programmes in each location to feed to the Implementation Managers

- Provide regular updates to Implementation Managers and the Demand and Delivery Manager to communicate the status of programme implementation for the location to feed into an overarching plan

- Work to actively identify risks and issues associated with local programme implementation, analyse impact and provide alternatives/recommendations/insight to Implementation Managers on a timely basis.

- Document processes for local implementation and work to drive process consistency and efficiency with other locations

Stakeholder Management and Leadership (30%) :

- Build strong relationships with local HRBPs and Senior Business Clients to understand the development needs of the local population.

- Remain connected to HRBPs around structure changes within client groups and advise HR Operations of any changes to course assignment criteria that result from these

- Work to understand and build relationships with key stakeholders within the that are involved in supporting programme implementation

- Work in partnership with other Learning Solutions / Leadership specialists to leverage knowledge, insight and programme impact to ensure optimal programme development.

- Provide guidance on suitable development solutions to address local requirements

- Engage and Communicate regularly with all stakeholders and teams regarding L and L progress

- Across sites and business clusters and provide best practice sharing

Decision-making and Problem Solving :

Control and Governance, MIS and reporting (10%)

- Implement Central Governance frameworks locally

- Track effectiveness of controls through Audits and dipsticks

- Report any concerns proactively, analyse and provide recommendations/solutions/insights

- Utilize Talent Learning system and other HR tools effectively to generate MI and reports

- Provide strong analysis to stakeholders across different business cluster on LL&T progress month on month, linking it to the wider people agenda

- Need to find most commercially effective learning solutions

Person Specification :

Experience :

- Proven track record of working in HR roles in large, complex organisations

- Prior advanced Facilitation experience of delivering complex Leadership Programs

- Delivery of projects using project/ programme management tools and methods

- Proven track record of stakeholder management

Skills and knowledge :

- Leadership and Management Curriculum Facilitation for senior stakeholders

- In Depth Knowledge of the end-to-end Learning cycle to provide consultancy on Stakeholder requirements

- Stakeholder Management and influencing skills

- Strong Communication skills-both verbal and Written to engage effectively

- Project Management and Portfolio management skills

- Analytical, with the ability to interpret large, complex data sets

- Adept at MS Office

Personal attributes :

- Strong stakeholder management skills - confident at engaging with audiences at all levels, strong influencing and relationship skills

- High energy and enthusiasm

- Commercial and politically astute to be able to effectively negotiate Global and Local matrix reporting/direction
