Developing a competency matrix:
1. Determine the frameworks purpose - Context is everything, so clarifying the competency matrix's purpose before you begin researching resulting to a better framework.
2. Gather information - Research (observe, talk, analyse) the behaviors demonstrated by the jobs for which you're developing a competency framework and list them out for each role
3. Construct the framework - to develop a competency model, lists of behaviors and responsibilities for each job observed i.e. all the granular behaviors will be grouped. With the help of your team, cluster behaviors and responsibilities into similar behaviors.
4. Implement the framework - Implement the model as per the requirements and job specifications.
