1. POSITION VACANT: Head of Vocational Training, SOS Children's Villages of India, New Delhi

2. ORGANISATION BACKGROUND:

Founded in 1949 in Austria, SOS Children's Villages began its operations in India in 1964. Registered as an independent, non-governmental and not-for-profit, society, SOS Children's Villages of India (SOSCVI), works for the holistic development of parentless children, women and children belonging to vulnerable families.

SOSCVI works with children, communities, disaster struck and disaster-prone areas, giving hope to weary communities and families. The organization is committed to the welfare of parentless and abandoned children and to strengthening families and communities as a preventive measure in the fight against abandonment and social neglect.

SOSCVI has reached out to over 25,000+ children over the past 50 years, through more than 31 different programs implemented in 22 states/ Union Territories, across the country. It is the largest operation within the SOS International Federation of 134 countries.

The organization has fostered four generations of parentless and abandoned children and enabled them to lead constructive lives. The children are provided with an identity, a family to call their own, and most importantly, a life that has set examples for others to grow up to become active and contributing members of society. SOSCVI also provides support to vulnerable families as a part of its Family Strengthening Programme.

SOSCVI's Vocational Training Centres (VTC) provide young adults from youth centres, SOS villages and the surrounding community, the skills they need to secure reliable employment. They provide youths with fair starting possibilities, empowering them to address the myriad social and economic demands the 'real world' places on them confidently and independently.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Head - Education and Child Development, the Head of Vocational Training (HVT) shall be responsible for creating a strategy and executing the plan for making the VTC vertical self-sustaining, with the vision of a centre growth plan keeping in mind location nuances. S/he shall also guide and support the overall implementation and monitoring of all Centres across the country, in accordance with agreed plans and in coordination with the Team Leader at every location.

Key Job Responsibilities:

(A) Project Implementation and Management:

(1) Develop the overall strategic plan for VTC to become a self-sustaining vertical. Envision centre-wise growth plans, keeping in mind location nuances;

(2) Plan, manage, and ensure implementation, of all the VTCs, pan-India, in coordination with the location centre heads. Also manage the three standalone VTCs and eight after-school centres, with a total capacity of up to 1500 students;

(3) Ensure placement of students of VTCs as per agreed % with the management;

(4) Liaise with NSDC/ SSCs and other State Agencies engaged in skill development, assessment, certification and placement to obtain accreditation of the SOSCVI VTCs, as necessary;

(5) Contribute actively to achieving the maximum number of students from the community; Ensure the VTCs achieve the targets agreed upon so that the centre runs at full capacity;

(6) Liaise and network with relevant government officials, in coordination with the Team Leader to generate employability and become a government-aided centre;

(7) Ensure strong links of VTC activities to the relevant sectors in the public and private domain;

(8) Monitor and support the VTC field managers, and staff in the implementation of their tasks;

(9) Lead recruitment;

(10) Manage and ensure the completion of deliverables to donors with timely project reports;

(11) Lead the capacity building of VTC staff;

(12) Prepare annual plans of operations and budgets and ensure their timely and proper execution, monitoring and within budget spending.

(B) Technical Guidance:

(1) Steer the further development/ revision of short vocational training courses, including the development of curricula and training material;

(2) Support and lead the development of teacher and instructor training;

(3) Lead the development of appropriate labour market analysis mechanisms for selected states.

(C) Reporting and Communication:

(1) Contribute regularly and on a timely basis to the preparation of project documentation, such as regular project and technical reports, terms of reference, project fact sheets, etc.

(2) Prepare for and represent VTC in relevant international, national or local events and meetings;

(3) Lead and contribute actively to all Knowledge Management initiatives of VTC.

(D) Monitoring and Result Measurement

(1) Track the total number of students as per capacity of the VTC and the count of self-sustaining centres. Also track the placement % of VTC students;

(2) Ensure high quality and relevance of courses offered.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification: Applicants must have a university degree in education, vocational training, or related field.

Experience:

(1) 10 years of progressive professional work experience, particularly in implementing and running vocational training centres or similar projects;

(2) Strong experience in managing and implementing technical and vocational education and training projects;

(3) Experience in working with and advising government and private sector representatives;

(4) Experience in working with training course development and/or labour market analysis will be a distinct advantage.

Skills and Competencies:

(1) Solid analytical, problem solving and decision-making skills;

(2) Strong leadership, people and networking skills;

(3) Excellent English skills, oral and written.

5. COMPENSATION OFFERED:

Gross compensation budgeted for the position is attractive and in alignment with salaries paid by leading I/NGOs for similar roles. The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

6. LOCATION: Nizamuddin, New Delhi. (The position requires travel to various VTCs, on a monthly basis.)
