HEAD (QHSE)

- The role will work closely with the management team across the business to ensure the implementation of Organisation QHSE standards & programmes. and embedding Organisation QHSE policy and standards, management system and tools and leading the development of QHSE improvement plans through the setting of objectives and targets.

Key responsibilities :

- Be the focal point of QHSE expertise in the Organisation's business. Ensure appropriate day-to-day support and guidance to operations, supply partners and customers as the appointed competent person for quality, health and safety and the environment.

- Develop, implement, manage and review the business annual QHSE improvement plan to ensure objectives and targets are in line with Organisation's strategic QHSE plan and the Country's overall plan.

- As part of the improvement planning process, secure appropriate resources to enable delivery of the QHSE improvement plan following guidance from Organisation and all internal financial planning processes and controls.

- Drive collaborative 'working partnerships and peer to peer relationships both within the function and, critically, with operations and key stakeholders, to facilitate the achievement of objectives whilst promoting the best working practice and consistently high standards of QHSE.

- Maintain the necessary relationships with third parties, including Enforcement Agencies and audit bodies, to reduce risk and continually improve CBRE's QHSE reputation in the marketplace.

- Deliver QHSE audits to maintain oversight of QHSE compliance against both Local Country Operating Procedures, Organisation 'Group' policy and the relevant Country / Countries legal requirements for HSE.

- Direct lead and support the development of initiatives and best practice activities in all areas of QHSE management. Promote and maintain the behaviours and values of Organisation always.

- Support appropriate and effective business communication through leadership, advice, reviews, and direct contribution to meetings, briefings, consultation forums correspondence, publicity, monthly and ad-hoc reporting and other publications, as necessary and appropriate.

- Support the health, safety and environmental aspects of the new business winning process through solutions development, participation in presentations and consultation meetings, bid and contract generation and review through to support during mobilisation and resourcing activities on contracts.

Qualification And Experience :

i. Degree in Any Technical Discipline with 15+ Experience in QHSE & Working knowledge of varying business sectors with experience of working in a large international matrix environment preferred.

ii. Good general education and a formal management qualification in Health and Safety management and Environmental management

iii. Practical application of auditing and membership of the IIRSM or IOSH at Diploma level or other specific local qualification.

iv. Significant and relevant post qualification experience.

v. Specialist and strategic higher managerial experience in Health, Safety, Quality, and Environmental Management. A practical and demonstrable knowledge of liaising with enforcement agency / insurers.

vi. Practical experience must include; Risk Management strategy development and implementation

vii. Best Value analysis of QHSE resource support provision

viii. Monitoring / Analysis of management system performance

ix. Development and implementation of policy and process

x. Environmental risk and 'resource' evaluation / management

xi. Positively articulate QHSE through presentation media

xii. Event investigation & analysis to drive improvements

xiii. Excellent motivational and influencing skills.

xiv. Politically astute with a sound understanding of current issues.

xv. Incumbents must have a high level of energy, be self-starters, confident and be able to prioritise and work on a range of activities within a high-pressure environment.
