Role Description:

We are seeking a talented and dynamic Head - Procurement & Contracts in Mumbai for Industrial and Warehousing development division.

The company is among the largest Industrial real estate developers with presence across India.

- Head - Procurement & Contracts will lead the procurement team and be a key influence in finalizing project delivery strategy by contributing project cost estimation.

- He / She will be responsible for developing vendor/contractor network, establishing robust supply chain for construction projects across India.

The final objective for this role is to provide three types of leadership:

- Commercial and Contractual

- Managerial

- Operational

- Head - Procurement & Contracts will provide a commercial vision to his/her team and ensure procurement with focus to champion total cost of ownership without compromising delivery time and product quality.

- He / She should establish the processes and practices for realizing that vision.

- He / She should contribute to the development of brand definition and experience principles, and ensure that those are appropriately interpreted through the team's work.

- He / She will lead and conclude commercial negotiations and ensure legal alignment for all contract agreements.

Essential Accountabilities:

Key responsibilities Description:

Cost Management and Estimation:

- Work with the estimation team to maintain and develop the cost database, assist the team in estimating and budgeting projects.

- Build market intelligence from a competitor perspective and ensure competitive rates finalization for high-value items and packages.

- Review prices and quality of purchased products and ensure optimal stock levels.

- Lead & drive preparation of purchase orders, contracts by verifying specifications and price.

Project Scheduling and Procurement Planning:

- Liaise with the project team to understand project requirements and develop schedules into project procurement plans.

- Development of package-specific sourcing plans RFQs, evaluation of supplier responses, negotiations with suppliers, order placement, and contract management.

- Lead & drive preparation of bid comparison for management approval and provide recommendations.

- Review, evaluate, and approve specifications with the design team for issuing with bids.

Supplier and Vendor Management:

- Develop vendors, contractors, and suppliers for each region of India to optimize travel time and local knowledge advantage.

- Research potential vendors and suppliers; locate vendors of materials, equipment, or supplies, and interview them to determine product availability and terms of sales.

- Establish relationships with vendors/contractors and serve as a representative of the company when negotiating contracts and building vendor and supplier trust.

- Compile performance management information relating to suppliers to ensure continuous improvement within the supply chain.

- Identify demand and capacity issues within the supply chain

- Head - Procurement & Contracts and develop risk mitigation strategies.

Procurement Process and Negotiation:

- Prepare and process requisitions and purchase orders for supplies and equipment.

- Negotiating contract terms of agreement and pricing; represent companies in negotiating contracts and formulating policies with suppliers; compare and evaluate offers from suppliers.

- Obtaining recommendations from suppliers for substitute items, vet it and suggest for design approvals.

- Procure high-quality and cost-efficient supplies for our organization through proper risk analysis and cost-effective techniques.

- Accuracy of Cost Database: Percentage accuracy of the cost database compared to actual project costs.

- Market Intelligence Reports: Number of market intelligence reports generated and their impact on procurement decisions.

- Cost Savings: Percentage of cost savings achieved through competitive rate finalization and effective budgeting.

- Stock Level Optimization: Percentage of optimal stock levels maintained versus total stock.

Project Scheduling and Procurement Planning:

- Schedule Adherence: Percentage of procurement plans delivered on schedule.

- Supplier Response Evaluation: Number of supplier evaluations completed and their average turnaround time.

- Contract Management Efficiency: Number of contracts successfully negotiated and managed.

- Bid Comparison Accuracy: Percentage of bids accurately compared and approved recommendations accepted by management.

Supplier and Vendor Management:

- Vendor Development: Number of new vendors developed per region.

- Supplier Research Efficiency: Number of suppliers researched and vetted within a given period.

Head - Procurement & Contracts:

- Supplier Relationship Management: Supplier satisfaction score and the number of long-term contracts established.

- Supplier Performance Improvement: Percentage improvement in supplier performance based on performance management data.

- Risk Mitigation Effectiveness: Number of risk mitigation strategies developed and successfully implemented.

- Procurement Process and Negotiation

- Requisition Processing Time: Average time taken to process requisitions and purchase orders.

- Negotiation Success Rate: Percentage of successful negotiations resulting in favorable terms and cost savings.

- Substitute Item Approval Rate: Number of substitute items vetted and approved for use.

- Procurement Quality and Cost Efficiency: Quality rating of procured items and percentage of cost savings achieved through risk analysis and cost-effective techniques.

Educational Requirement and Work Experience:

Education Requirements : B.E.Civil preferred

Years of experience : 12+

Key knowledge areas :

- Local Indian codes

- Tax regime in different Indian states and on different materials GST, service tax etc

- Import and Export tax and legislation.

- Type of contracts and legal dependency

- Commercial contracts

- Work Experience Requirements: Overall 15 years

- Minimum 12+ years in large scale construction project procurement and minimum 5 years in

- Industrial-warehousing direct procurement and at least 5 years of leadership experience managing in-house procurement team.

Key Behavioral Capabilities:

- Contracting and negotiation skills

- Excellent verbal and written communication skills, including ability to effectively communicate with internal and external customers

- Hands on experience of using ERP softwares, including SAP

- Must be able to work under pressure and meet deadlines, while maintaining a positive attitude and providing exemplary customer service

- Ability to work independently and to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices

- The ability to work in a fast-paced environment without compromising on quality and customer satisfaction.

- Manage the welfare and motivation of direct reports and provide leadership, guidance and encouragement to achieve their KPI's.

- Coordinate and foster teamwork between all project stakeholders

- Practice sound people management principles to ensure that the team of staff, contractors, and JV partners works well and provides a supportive environment for the achievement of the project and individual objective
