Education Qualifications
- Certificate of Competency as Master (Foreign Going), with tanker command experience (preferred) or Certificate of Competency as Class - I (Motor), with tanker command experience (preferred).
Job Responsibility:
Functional Planning & Strategy
- Provide inputs in creation of the marine strategy and create a roadmap to ensure adherence to overall objectives, goals and alignment to organization growth plan
- Create and oversee end-to-end execution of marine strategy in compliance with all applicable regulations for the organization
- Collaborate with leadership to identify new projects/initiatives and set operational plans that meet the future demands of the function
- Participate in marine budgeting cycle; process and provide inputs on budget allocation for own vertical
- Oversee deployment of own budget and ensure efficient utilization and minimum variance in target v/s actual
Policies, Processes and Procedures
- Create Marine Operations, policies, processes, and procedures covering all areas of activity. Ensure adherence to relevant procedural / legislative requirements while delivering high quality and cost-effective results
Port Maintenance and Operations:
- Oversee marine activities at port facility, which includes loading &; unloading procedures and transport ; storage of goods (e.g., container movement and roll on/roll off),pilotage, workboat and tug operation, ship repairs, vessel traffic management, etc.
- Manage the manning, maintenance, and operational activities for vessels (ocean going gas tanker, SPM tugs and harbour tugs) and tanks (chemical, gases and oil)
- Plan and coordinate the movement of vessels, cargo, and personnel including managing schedules, routes, and logistics to ensure timely and efficient operations
Risk Assessment & Safety:
- Act as an Emergency Coordinator and monitor as appropriate any contingency on board; on shore to help in reducing risk through prevention, preparedness, response and recovery
- Develop and implement emergency response plans to ensure that the team is prepared to respond quickly and effectively in the event of an emergency
- Oversee the implementation of safety initiatives to identify potential hazards and risks,and to ensure that all safety procedures are followed. This involve reviewing safety plans,conducting safety drills, and verifying that all crew members are properly trained and equipped
- Oversee implementation of environmental and sustainability initiatives to reduce the impact of marine operations on the sea/environment by complying with environmental regulations and implementing environmental management systems
Audit & Statutory Compliance:
- Ensure compliance with local, national and international regulations related to marine operations, including maintaining accurate records, submitting reports, and responding to inquiries from regulatory agencies
- Authorise filling of Quarterly returns to PNGRB for Hazira port facility for the SPM related pipelines as well as the Gas pipeline People Management
