- Originates human resources strategies to support business objectives depending on company vision, mission and values, as well as legal regulations. - Establishes current and long-term objectives, policies and operating procedures that will provide an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and ongoing development of a superior workforce. - Represents the company and its values in its relationships with authorities, labour union and professional bodies. - Creates, plans, organizes, directs, guides and develops all human resources activities including: - Staffing and recruitment - Compensation and benefits - Performance management - Training and development - Career management - Health and safety - Employee relations - Industrial relations 2. RESPONSIBILITIES : Managerial : - Formulates and recommends HR strategies and policies in accordance with company's vision, mission, values and legal procedures, implements the approved ones, develops and revises them when needed. - Confers with company officials to plan business objectives. - Selects key people, builds and leads teams to achieve goals, market share, revenue levels, cost reductions, and/or operational efficiency. - Delivers targets to his subordinates, evaluates their performances in compliance with established company policies. - Audits periodically all the records of HR department. - Evaluates technology solutions to improve human resources data management. - Monitors the functional improvement in the world and India, benchmarks other companies- HR implementations for improvement, and shares them with the management and his team. - Prepares regulations for HR and submits them to the CEO for approval; prepares and publishes the related procedures upon the approval of regulations to declare them to all employees. - Develops and manages annual budgets for his division and performs periodic cost and productivity analyses. - Recommends new functional projects or new offers and reports them to CEO. Staffing &amp; Recruitment : - Recommends and maintains an organizational structure and staffing levels to accomplish company goals and objectives. - Works in coordination with Head of the departments and Planning Department to plan manpower and to implement the manpower planning system(Inform) in accordance with company policies and legal procedures. - Creates the employment agreement policies including definite, indefinite, part-time, and seasonal, confidentiality agreements, etc. - Prepares and follows the staffing budget in accordance with business objectives and business plan, makes suggestions to reduce staffing costs. - Plans recruitment and redundancy services that meet the company needs. Selects and administers recruitment methods/tools such as tests, interviews. Determines competencies, qualifications, job descriptions and key performance indicators based on each job. Creates company recruitment and selection plan according to the indicators. Selects the right person for the right job either internally or through external agencies. Ensures that the quantity and quality of manpower is suited for long term requirements. - Provides effective orientation plans applied for new recruited employees. - Evaluates and recommends human resource outsourcing opportunities and identifies potential vendors. Compensation &amp; Benefits / Payroll : - Develops and implements the overall compensation system as well as the company's benefit programme that are approved by the Board. Prepares and follows the staffing budget according to actual compensation packages. - Provides compensation benchmarks, conducts and interprets salary data, administers job evaluation and recommends changes to ensure the maintenance of the company's compensation objectives and business plan. - Provides compensation and benefits systems comply with payroll where the payroll system complies with concerned legal acts and procedures in India. - Manages compensation system on an efficient software programme. Performance Management System : - Sets up and implements Performance Management System based on objectives and competencies and revises when needed. - Gives instructions and information to all employees about the system and supervises the management team to do the annual &amp; half yearly performance appraisals. - Sets up an effective feedback system in the company. - Evaluates performance results of the company and each employee. Provides recommendation on the career plan, training needs and termination of labor contract policies. - Provides the bonus calculations done in bell curves, gets the approval of the result reports from CEO/Board. Training and Development : - Makes recommendations on the training needs of employees and training programmes organized by Training Manager in coordination with department managers either in-house or through external sources. (Orientation programme, on the job trainings, refreshment trainings, technical trainings, soft skill trainings, etc.) - Supervises Training Manager to develop and compile training policies, materials and selects training programmes for specific groups of employees and determines special training programmes with Training Manager to support career planning of high qualified employees. - Supervises Training Manager to develop the managerial competencies of the supervisors and managers through training methods such as individual coaching or group instructions. - Provides a feedback system followed by Training Manager for trainees to determine the effectiveness of training programmes. - Monitors the results of periodical reporting system of training and development activities, discusses them with the Head of departments for the development planning of the organization. - Determines and implements the apprenticeship policy of the company. Career Management : - Sets up and implements Career Management System that supports future objectives. - Gives instructions and information to all employees about the system and supervises the management team to plan and follow the career of the employees. - Determines succession plans for key positions. Termination of employment : - Ensures that employment termination of agreements is done according to legal procedures and company policies. - Executes exit interviews and analyzes the termination reasons to avoid high employee turnover. Health &amp; Safety : - Responsible for ensuring health &amp; safety requirements at work are met. Supports Quality department in determining health &amp; safety regulations/procedures and analyzes the reports for improvement. Employee Relations : - Declares company mission, vision, values and corporate culture to all employees. - Evaluates employee satisfaction and improves weak areas according to the results. - Organizes regular meetings with employees at all levels. - Develops and coordinates grievances and mediates workplace disputes. - Organizes social activities for motivation. Industrial &amp; Labour Relations : - Responsible for establishing satisfactory labour-management relations. Administrates the company's labour relations policy in accordance with legal framework. - Coordinates the administration and negotiation of trade union contracts. Represents the company management in negotiations with union officials on all matters depending CBA. Monitors all provisions of the agreements between unions and management. - Directs benefit programs to include: health, retirement, death, disability, and unemployment. - Provides liasoning with regional labour commissioners, PF and ESIC commissioners and fine rapport with Central and State Labour Ministries. Administrative : - Provides the personnel files, regulations &amp; procedures, acts, salary documents and all other files/documents kept and archived in order and safe with high confidentiality. - Ensures that employees are following personnel procedures &amp; regulations. - Monitors the job attendance of employees and reports it to management regularly. - Submits reports including turnover, staff number and personnel costs, demographic structure of employees, reasons of leaves, etc. periodically to executive managers.
