Qualifications & Experience :

- 15 to 20+ years overall procurement experience, preferably including international experience, with proven success in managing procurement functions or Procurement Centre of Excellence at a Senior Management level.

- Deep Procurement/business transformation experience.

- Astute commercial awareness with an understanding of total delivered costs, foreign exchange risk management, contracts involved in procurement, incoterms, credit terms and inventory management.

- High degree of cross-functional, cross-cultural experience

- Highly developed negotiation, influencing and dispute resolution skills, particularly in relation to major supply agreements

- Highly regarded would be an understanding of international trading (particularly South East Asia) cultures with behavioural flexibility to help maximise negotiation outcomes.

- Qualifications in engineering, business management, Procurement from an institute of repute.

Job Specific Responsibilities :

- Organisational Development and Building

- Develop and establish organisational structure to support involvement of the business units in Strategic Category Management

- Establish RACI for end-to-end sourcing cycle involving Business Units

1. Develop & Lead Procurement Strategy

- Lead global procurement strategy development in line with procurement best practices

- Lead sourcing initiatives that will maximise efficiency and effectiveness of procurement and make recommendation as necessary.

- Understand key stakeholders

- Update spend analysis regularly

- Conduct and maintain procurement market analysis to qualify suppliers, benchmark pricing/capability

- Optimising and homogenizing the category classification as appropriate

2. Develop & Execute Category Strategy:

- Design, develop & execute strategies that enable best TCO benefits

- Lead category level strategy development

- Develop and support negotiation strategies to achieve business objectives

- Develop & Establish sourcing process

- Establish process for execution of sourcing events including RFx documents, and engage selected suppliers

- Establish supplier proposal evaluation methodology incorporating TCO principals

- Maintain a record of all savings/ benefits generated from improved sourcing category for each Business Unit.

- Establish supplier collaboration to maximise value generation

- Develop Risk Management Strategies to manage supply & supplier risks

3. Performance Management & Reporting:

- Establish appropriate KPIs / SLAs and monitor category performance

- Set up performance mechanisms, dashboards, and KPI / SLA reports that provide visibility and analytics

- Collect and analyse stakeholders' feedback and initiate improvement actions

4. System Support:

- Establish data integrity and control

- Establish Vendor Master Data and its alignment with Business Units

- Establishing standardisation of Master Data and its alignment with Business Units

- Effective utilisation of E-Sourcing and Auctions

5. Procurement Capability Development :

- Assist in identification of procurement capability gaps within the business unit, create frameworks/ collaborate with business units in developing training plans to address those gaps

- Develop & manage actions needed for procurement capability enhancement

- Enable, promote, and enforce, in all aspects and regards, Procurement's customer-centric mindset and capabilities
