Roles and Responsibilities:

Job Purpose:

- To support, manage, develop and administer all contract documents from the design stage and tendering process through to contract closeout.

- Resolution of issues relating to design, construction and other project related contracts for contractors, subcontractors, suppliers and service providers across the organization.

- To manage the execution and assessment of requests for proposals (RFPs), requests for qualification (RFQs), and invitations to bidders (ITBs).

- To be responsible and to deliver end-to-end Material and Contracts management of products and services according to plan and within budget.

- Optimizing Vendors capacity across projects. Benchmark and develop vendors to innovate and create more value for the customer

A) Contracts:

1. To create, prepare and review Contract Documents with clarity and completeness for potential activities and work packages/proposals together with supplemental documentation as needed to comply with scope, BOQ, contractual terms & conditions, technical specifications, statutory & legal requirements, etc

2. To monitor contract performance and compliance in accordance with the contract, contract management plan, risk management plan and organizational policies and procedures.

3. To Establish and Maintain strong business relationships with stakeholders and suppliers including effectively managing contract enquiries, issues, disputes, variations, risks and undertaking negotiations with contractors, vendors/suppliers as required.

4. To provide advice and support to the Project Heads and contracts management team to establish process including identifying opportunities to improve procurement outcomes, efficiency and value for money.

5. To resolve contractual and commercial issues, WO Amendments for all Orders, within permissible limits, ensure validity of contractors documentation as per statutory requirements throughout contract period. Highlight areas of risk such as ambiguities, conflicts or deviations from contract scope and suggest mitigation and remedial actions.

6. To review the contracting systems and to identify continuous improvement and innovation opportunities in processes to improve effectiveness and efficiency.

7. Risk Analysis & Management:

a) Compile Risk assessment reports on the contract conditions prior to award

b) Negotiate terms, non-disclosure agreements, and other related issues with consultants, contractors and sub-contractors, suppliers, etc.

c) Analyze contract conditions, to highlight areas of risk, such as ambiguities, conflicts or deviations from the scope of work, etc. As work proceeds, make recommendations on the mitigation of these risks and to closely monitor and support remedial actions including the recommendation of appropriate tradeoffs.

d) Monitor contract correspondence and provide appropriate inputs to protect the organization against potential damages.

8. Vendor Performance:

- To provide inputs for performance evaluation for vendors. Monitoring the contractors progress and performance to ensure goods and services conform to the contract requirements.


- Exercising remedies, as appropriate, where a contractors performance is deficient.

9. Contract Administration:

- To Initiate and maintain contractual correspondence with the vendors pertaining to concerns such as slow progress of works, non performance, perpetual delays, etc. Monitor commercial aspects of contracts like claims, invoicing, payment processing, cost monitoring etc.\


- Resolving disputes in a timely manner. Documenting significant events. Maintaining appropriate records.

10. Payments & Contract Closures:

- To Authorize payments consistent with the contract terms. Contract Closeout. Processing of the final bill along with monitoring of payment. Authorizing release of retention deposit

11. Reconciliation:

- To make sure that proper reconciliation of materials are done at stores level, as well as at bills level.

B) Contracts Management

12. New Materials/ Construction Services for Projects:

a) To keep up-breast with market developments in terms of new specs/materials/brands, construction methodologies, construction contractors and vendors those are emerging and also the competitors projects and evaluate/propose the application of suitable materials/construction methods/skilled vendors in our projects, backed by proper techno-economic evaluation/comparisons, wherever required.

b) To select vendors/materials for evaluation purpose from the pool maintained by the contracts team also at times with purchase team, as well as significantly contribute towards this pool by identifying new materials/vendors/contractors.

13. Site-specific conditions:

- To provide periodic updates to Central Procurement on site-specific conditions that might impact award of future works.

14. Procurement Strategy for Contracts & Basic Materials:

- To formulate the procurement strategy for the project, along with Project Heads/Planning Manager and in discussion with CPO

15. Resource usage monitoring & replacements:

- To take lead in attending to issues, if any, with regard to the actual performance of the materials/vendors/construction methods in real-time environment.


- For this purpose, he shall lay down and follow the system which allows him to monitor the performance based on feedback from the construction team and also based on his independent reviews.


- He shall take ownership in providing timely replacements and also to settle the contractual issues arising out of non-performance of the resources.

16. To Assist the Project Heads in the following:

a) Material planning:

i) To schedule and prepare the strategy for contracting/sourcing based on the design development/tender purpose/GFC drawings, (Tender/Contract Schedules)

ii) To develop, own and monitor materials included in the contract in line with the sourcing strategy and ensure that the contract material sourcing plan prepared based on tender purpose drawings is replaced by that based on GFC drawings to control procurement to avoid excess inventory and to submit monthly variances reports to Project Head.

b) Contract/Vendor/Contract Material Evaluation:

- To co-ordinate with Project Heads and make sure to evaluate all the materials being used in our projects (whether RUPL issued materials or contractor purchased materials).


- The specific method/degree of evaluation shall be determined by Project Head with approval from CPO.

17. To train, motivate and guide the contracts department team for timely delivery of needed resource at the optimum cost.

Desired Candidate Profile:

Educational Qualification : B. E (Civil)

Work Experience : 22 + years of handling pre-bid and post-bid contracts, sub contracts in high rise residential & commercial projects

Special Requirements :

1. Knowledge of costing, estimation

2. Good knowledge of FIDIC conditions, proficient in making MOU, JV agreements, consortium agreements etc. Awareness of arbitration clauses & international laws.

3. knowledge of M.S. Office, M.S. Project, Primavera, AUTOCAD

4. Good negotiating skills with contractors, vendors, etc

5. Good number crunching, excellent communication skills, analytical thinking.

6. Effective Management, Cost Control, Budgetary Forecast, Procurement of Local and Imported Materials, tendering process
