Strategizing and Expert Advisory :
- Provide technical inputs and support the Transport Department in designing master plans and roadmap for development and reform of transport sector and related infrastructure within the State, in consultation with relevant Department functionaries (Principal Secretary, Secretary, Directors etc.)
- Provide guidance and analyses towards the development of strategies for the transport sector in Bihar in consultation with relevant Department functionaries
- Provide required guidance and support in Department'sprograms and activities regarding public transport network development, establishment of road funding arrangements, traffic safety improvement, and cross-state border arrangement
- Conduct sector studies and research such as the identification and analysis of transport sector development trends, economic analysis for regional transport sector studies etc. and share results with concerned Department functionaries
- Assist the Department in formulating investor-friendly policies and reforming existing policies in order to attract investment and facilitate development of industry in the State, as required
- Support the Department in required process and system reforms to ensure effective implementation of the master plan and its continuous monitoring, as required
- Provide expert advice for development of proposals and plans for planning and implementation of initiatives for development and reform of public transport in the State
- Evaluate cost and benefits of projects planned or initiated in the transport sector as well as draw lessons for future projects
- Evaluate the impacts of projects to ensure compliance with India's transport and safeguards policies and guidelines
- Conduct research and benchmark transport practices and projects in other States and countries, identify relevant and implementable practices and share results with concerned Department functionaries
- Establish and build partnerships with important and relevant national-level bodies and organizations and leading private organizations to garner support for public transport improvement and related infrastructural development
Continuous Improvement :
- Identify opportunities for continuous improvement of systems, processes and practices taking into account international and national best practices, in order to facilitate cost optimization and productivity improvement
Policies, Systems, Processes & Procedures :
- Recommend improvements to functional procedures and follow all relevant departmental policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner
Related Assignments :
- Perform other related duties or assignments as and when required
Qualification:
Minimum:
- Bachelor's degree or higher (full time) in Engineering
- Minimum 10 years of post-qualification experience in the transport sector
OR
- Retired personnel from Government / Defense Services / Paramilitary with minimum of 10 years of experience in transport sector (last held position should not be lower than Joint Secretary or equivalent level)
OR
- At least 10 years of post-qualification experience in Indian Administrative Service / 15 years of post-qualification experience in State Administrative Service (last held position should not be lower than Joint Secretary or equivalent level) with minimum 3 years of experience in transport sector
Preferred :
- Less than 65 years of age as on 1st January 2020.
- Experience in design and implementation of transport projects with exposure to following areas - road user fare & ticketing and public transport (including road and / or rail-based mass transit systems and / or energy-efficient / low emission vehicles)
- Experience in facilitating policy design / reform and implementation in the public transport domain / managing state-wide or nation-wide public transport management / development / improvement projects
- Proven track record of working with state / central government organizations / bilateral/multilateral organizations on programs of similar nature and size
- Master's degree or higher (full time) in Transport / Transportation Engineering / Transport Economics / Transport Planning
- Certificates / courses in relevant areas will add weight to the candidature
- Honors / awards in relevant area will be an added advantage
Knowledge and Other Skills :
- Strong knowledge about urban, rural and inter-city public transport system and processes and associated issues in the State of Bihar and / or other States of India
- Excellent knowledge of latest technologies, trends and best practices in public transport and management including processes such as risk assessment, numerical modeling of public transport issues, road safety, asset management etc.
- Good knowledge of budgeting procedures and techniques
- Proficient in both written and verbal Hindi and English
