In this role, the Project Manager (PM) and be responsible for managing one or more IT projects by developing project plans, risk management plans, communication plans, and transition plans, and by tracking and monitoring issues. The PM will identify, evaluate, and recommend solutions and opportunities for modification and process re-engineering of existing systems, to encourage and facilitate the development of integrated systems and to provide added functionality and improved productivity.
- Additionally, the Project Manager will need to demonstrate strong experience leading teams and presenting concepts to both technical and non-technical audiences. The PM is responsible for partnering with business and IT management stakeholders to maximize planning effectiveness to align IT delivery with business priorities, reporting, and value realization. The PM coordinates prioritization of projects and initiatives, runs the governance process, and monitors execution against the plan.
Responsibilities :
- Establish and manage effective relationships with the IT management and business stakeholders, by gaining in-depth understanding of the business processes, products, objectives, etc. as well as system capabilities and limitations of the existing and proposed IT systems and applications.
- Proactively communicate and collaborate with external and internal customers to analyze information needs and functional requirements and connect those customers with the appropriate POCs in the bureau to facilitate solutions to their needs.
- Operate from a high-level panoramic view of the division's strategic goals to engage with office directors and senior level bureau customers and external partners in order to build an informative and useful two-way dialogue.
- Critically evaluate information gathered from multiple sources, reconcile conflicts, abstract up from low-level information to a general understanding, and distinguish requests from the underlying true needs.
- Successfully engage in multiple initiatives simultaneously with good time management skills.
- Facilitate client facing meetings to understand requirements and help prioritize organizational strategies and plans.
- Work with others to manage and resolve prioritization conflicts, resource issues, and scheduling issues.
- Make recommendations for improvements of the prioritization of projects and other Division processes.
- Develop project documentation in accordance with project phase (Initiating, Planning, etc.)
- Establish project plan by determining project purpose, objectives, technical approach, schedules, funding, and staffing.
Coordinate and lead project team meetings with technical staff and other key stakeholders
- Control project plan by managing changes; reviewing open issues; communicating essential information to project team and stakeholders.
- Document various processes and develop communication plans in support of enterprise-wide IT deployments.
- Prepare IT project status reports and presentations by collecting, analyzing and summarizing information.
- Provide support across all activities on the project.
Qualifications :
Required Skills :
- At least 5 (five) years of project management experience Preferably with federal government agencies and IT related projects.
- Strong analytical and project management skills required, including a thorough understanding of how to interpret customer business needs in order to be a successful advocate for the customer.
- Excellent interpersonal skills, verbal communication, organization, coordination and people skills to promote improvement of relationships with a diverse group of executives, managers and subject matter experts.
- Experience leading multiple, related projects and their resources to achieve strategic business goals.
- Experience in briefing and providing reports and communications to senior management.
- Exposure or working knowledge of Microsoft Systems - Active Directory, Office 365, Active Directory Federated Services, Systems Center Configuration Manager, Windows Operating System images, and application packaging.
- Experience in establishing and communicating an IT governance model.
- Secret Clearance.
Preferred Skills :
- Familiarity with State Department, IRM or the Managing State Projects (MSP) project lifecycle.
- IT Infrastructure Library (ITIL) certification.
- Project Management Institute (PMI) Project Management Professional Certification PMP strongly preferred.
- Experience with MS Project or other scheduling tools.
- Prior experience working within a PMO.
- Business process engineering experience.
