Job Summary :

Digital Green seeks applications from outstanding candidates for the position of Chief of Party for overall leadership and management of this project for 4 years (2015-2019). S/he will provide strategic guidance, vision and leadership to the entire program effort. S/he will oversee the project's strategic planning functions and ensure proper implementation, a focus on results, and financial accountability for all project activities. Based in New Delhi, India, the position will report to Digital Green's Chief Operating Officer.

Key Responsibilities :

- Provide overall strategic leadership, management, and technical direction to achieve financial and contractual accountability and program results Serve as the project's primary liaison with USAID, other corporate and private foundation donors, the government of India, and local partners to exchange information and develop deep professional relationships.

- Identify and develop partnerships with corporations and private foundations that co-invest in the project.

- Supervise project personnel and subcontractors in compliance with USAID rules and regulations.

- Work with government counterparts and other corporate and private donors in defining project activities and targets and ensure close collaboration in achieving project objectives.

- Coordinate and ultimately be responsible for project work planning, performance management, strategic communications, and reporting.

- Lead the process and work collaboratively in developing and gaining approval for work plans and budgets for all country-level work.

- Supervise the implementation of all project activities, ensuring that performance schedules are observed and outputs are completed and delivered according to schedule and within budget.

- Ensure that financial and administrative activities are conducted according to USAID's and Digital Green's policies and procedures

- Responsible for the design, quality, development, and completion of all assessments, analytical reports, and evaluations.

- Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID, the Indian government, and other donors.

- Represent the project at periodic meetings with stakeholders to report on planned activities and actions, including implementation status.

Qualifications and Experiences :

- Minimum 10 years of relevant work experience in public health projects; preferably supported by the U.S. government.

- Masters level degree in public health or related field.

- Extensive experience in public health program management; preferably planning, implementing, and managing nutrition programs.

- Proven history of managing public health projects, including experience working with country ministries of health; preferably in India.

- Strong USAID program and financial management background.

Skills and Competencies :

- Demonstrated ability to on-board and nurture new partners and donors, especially those involved in corporate social responsibility and private foundation activities, to drive project scale and sustainability.

- Excellent interpersonal skills, with ability to hold staff accountable for quality outputs and results, to communicate with external stakeholders, and to interact regularly and professionally with senior government counterparts, USAID, and other corporate and private foundation donors on policy and other strategic issues at both national and community-levels.

- Ability to work collaboratively with other contractors, local implementing partners, and teams implementing U.S. government and other donor-funded programs, including activities in different sectors, such as health, nutrition, agriculture, and livelihood development.

- Experience managing complex donor-funded programs in health and nutrition, capacity building or training activities in developing countries, preferably in South Asia.

- Strong understanding of monitoring, evaluation, research, and learning (MERL), with experience overseeing MERL systems and ensuring data quality.

- Well balanced professionally and able to see the big picture with attention to detail.

- Critical thinker, with the ability to lead a team toward innovation and creativity.

- Excellent organizational, analytical, supervisory, and team-building skills.

- Fluency in English required; proficiency in Hindi preferred.

- Ability to travel up to 40 percent in-country; limited international travel expected.
