Job Purpose :

The Deputy Director - Programme Design and Quality (DD-PDQ) will ensure the design and implementation of the programmes focussed on Teaching, learning, school management and critical thinking for middle and secondary schools in India. They will ensure that efforts align with global best practices, and use credible global evidence and lessons from programmes. The incumbent's management and technical efforts will lead to the improvement of team and partner capacities to implement and course-correct high-fidelity quality programming.

Incumbent will focus internally on outcomes measurement, training, lessons learnt/ case studies development and high-quality resource development. Externally, they will ensure that the approach, lessons and evidence from our programmes are visible and recognised by State technical institutions and national and international experts. The position will have to lead and line manage the technical team for learning & leadership and gender programmes. Oversee the development and rendering of content including training, teaching and learning materials.

Reports to Director - Programmes

Collaborates with Internally - Associate Director - Research, Impact and Quality and DD

- Quality Implementation

Externally - Externally - NCERT, SCERTs, National, State(s) & District counterparts (Government & Non- Government), Knowledge Partners, Consultants, Grantees and Donors, National/Global Education funders and other evidence/impact-based research groups. Collaboration with and technical support to affiliate organisations on a regular basis is also expected.

Employment Contract Length- Two-year fixed term contract (renewable)

Compensation Circa INR 16.5-25 lakhs per annum (on a cost-to-the-organisation basis) dependent on qualifications and experience.

Key Responsibilities :

1. Lead Strategic Programme Development and Design

1.1. Lead the formulation of Transform Schools' design, quality strategy and programme priorities building upon global research, programme lessons, data and impact analysis. These will drive programme development, management partnerships and fundraising efforts.

1.2. Develop a technically astute and practical theory of change and appropriate impact framework for innovations and scale interventions. Ensure these feed into the development and delivery of proposals, plans and budgets.

2. Technical Support to programmes

2.1. Identify state-of-the-art technical underpinnings for the delivery of technical, subject content, pedagogy, teacher training and other emerging areas across, cognitive, non- cognitive and systemic domains

2.2. Identify in collaboration with the Director programmes, DD Quality Implementation and Director of Quality and Impact problems that hinder

2.3. Develop and build organisational and team capacities on key technical areas to equip with rigour, training materials, communication approaches and tools to articulate these internally and externally

2.4. Lead the development of high-quality approaches, resources & materials - content and tools for teachers, students, head teachers, school governors and other state actors for teaching, learning and capacity-building interventions, both directly and by managing a pool of subject and content experts.

3. Technical Support to the Government

3.1. Promote adoption and support scale-up of Transform Schools' interventions at the State using programme evidence, developing training plans and implementation protocols.

3.2. Develop the scope of work, monitor and review the quality of work of the technical consultants for training and monitoring for delivering the technical support.

4. Advocacy Support

4.1. Provide inputs based on the field experiences to develop advocacy programme for addressing teaching and learning issues across states.

4.2. Maintain regular contact and dialogue with government departments, partners, consultants and subject experts to strengthen programme implementation at state and national levels.

4.3. Develop papers for programme publications and updates using case studies and programme monitoring data on teaching & learning interventions to influence improvements in programmes.

5. Thought Leadership

5.1. Represent the organisation and its work at global, national and state levels, champion organisational mission, theory of change and technical interventions.

5.2. Leverage available compelling evidence and insights to provide thought leadership and develop Technical Notes

5.3. Establish and maintain appropriate working relationships with, and represent, the organisation within the country to National and State government, funding agencies, partners, and local and international donors representing the issues and the organisation's experience and position.

5.4. Keep abreast of developments across the sector by liaising with leadership and technical staff in government, charities and donors.

Essential Requirements :

1. A Master's in Education, International Development, Impact Management or Social Sciences.

2. 10 - 15 years experience in providing and managing technical support to large-scale programmes and grants in middle, secondary and/or higher education in the area of teaching, learning and school management.

3. Demonstrated technical knowledge of the following areas in the context of education: education management, in-service and pre-service training, pedagogy, accelerated learning programmes, student learning assessments and improvements in the quality of teaching and learning.

4. Experience in developing education resources/research papers including implementation, training, teaching and learning resources.

5. Demonstrated ability to successfully work with a range of stakeholders, including government agencies, community leaders, donors and NGOs on issued-based advocacy initiatives.

6. Strong management and leadership qualities, including the ability to innovate.

7. Excellent organisational and planning skills, ability to work in a fast-paced work environment and meet deadlines consistently.
