Technology Advisor - Regulatory
Position : Technology Advisor - Regulatory
Responsibilities :
- Develop and support technology strategy and evolution for all lines of business of EP especially on new areas such as Spectrum Sharing, Pooling, Active Sharing, LAA, LSA, SDL etc
- Identify new policy development areas for promoting Organization products in the Indian market, innovation and ideation of new concepts, market intelligence and partnerships
- Actively assist and support GIR in establishing strong credibility and relationships with the Government through technology thought leadership (DoT, WPC, TRAI, Ministry and independent bodies);
- Assist GIR on need basis, in the lobby program for the Region, involving multi-level engagements/networking with important positions at DOT, TEC, WPC, TRAI, TDSAT;
- Aligning Radio Spectrum deployment and allocations to Organization product portfolio, solutions and roadmap.
- Positioning Organization as a key stakeholder in defining policy framework for industry from products and technology area
- Strengthen GIR team with technical support to influence key audiences of regulatory policy for both existing and new regulations and governmental policies.
- To ensure regulatory, policy challenges are monitored, analyze each policy area and to provide relevant technical information to GIR and their implications
- Drive, promote and align the Organization solution and product portfolio with market and customers
- Organizing workshops and attending events to help set the agenda for spectrum management, security and various other key policy matters with 100% alignment with RINA GIR IP
- To work with the internal teams in the development and support of favorable regulatory policies from technology & solution perspective
- To attend the technology seminars sponsored by government, industrial and professional regulatory agencies and update the key messages to management
- Preparation of various reports & reporting the key issues on ad-hoc basis and response to TRAI, DoT consultation papers
- Work with all parts of the business including legal, communications, technical, marketing, strategy and sourcing

- Cellular/Mobile and Wireless Technologies, Standards, Systems, & Networks, 2G, 3G, 4G, 5G and evolution of Cloud, SDN, NFV
- Other Wireless Networks such as Broadband Wireless Access (BWA), Broadcast/Point to Multipoint (P2MP), Point to Point (P2P), IEEE 802.11/Wi-Fi/WLAN
- Fixed Wireless Access (FWA), Fixed Broadband Communication (FBC),
- Cellular/mobile phones, smartphones and modem architecture, technologies and functions
- Radio Technologies and Spectrum Expertise - Cellular/Mobile and Wireless Spectrum, Rules & Regulations

Professional and Leadership competence :
- Multi-faceted experience in technology, cross product domains with an experience in handling technology, technology strategy, standardization, government authorities, regulators, telecom operators and industry bodies
- Through understanding of Spectrum
- Strong external relations background, particularly with respect to engaging operators, government and the broader industry community in the telecom sector.
- Proven capability to build and maintain excellent relationships with governmental authorities, research/ academic institutions, community or industry influencers and other third parties who may have significant influence on public policies.
- Good experience in the areas of government sales, government affairs, business development on new technology domains
- Good knowledge of business practices and terminology.
- Excellent communication and presentation, interpersonal skills
- Team player with an ability to work across functions in a cross cultural environment
- Proven experience as an effective public spokesperson, great communicator and advocate; must possess a strong desire and necessary attributes to advance policy positions through high impact external engagement in small and/or large group settings.

- Leaders within the Technology team(s) in Operators to support CU
- Regulators and Policy Makers and Influencers to support GIR

- Organization EP, Strategy, Technology, CU, Operations and Commercial, BU, PU, Standardisation and other team(s) on need basis
- This role will interact and work closely with GIR team on a day-to-day basis to enable success of RINA GIR IP for all external Interactions, except telecom operators
Authorities :
- Represent RINA/Organization in external events as technical expert
- Execute thought leadership activities for the region
- To have necessary and sufficient authority within the organization to carry the role and responsibility in the best possible manner, enhancing Organization image and corporate presence
- Take decisions with 100% compliance to global & RINA GIR charter, when dealing with GIR customers
- Play supporting role with Technology expertise and strictly adhere to GIR WoW that is critical while working with the Regulators, Policy Makers and Industry Associations. GIR is the CU in all policy, regulatory matters
- To take decisions within the approved budget according to authorized expenditure
Qualification and Critical Skills :
- Engineering graduate, masters preferred
