COO – Coal Mining Business - Talcher, Odisha and Rajmahal, Godda
Job Purpose:
- To provide strategic direction with regards to operations and be responsible for all operational aspects of the Mining Sites of the Coal Mining business including strategizing mining operational methodologies having plans for volume accomplishments, technology selection & deployment, environment compliances and recruiting subordinate staff and later to ensure Coal mining as per targets & supply as per quality parameters, with optimum cost.
Key challenges:
- To develop operational strategies Mine Site wise for effectively delivering the business and operational plans
- To provide leadership to the business so that best in class operations practices are implemented for efficient operations and delivery
- To develop and articulate a deep understanding of Indian Coal Mining business, mining policies, health/safety/environment practices
Overview of responsibilities:
- Provide vision and leadership for efficient mining operations across all envisaged sites including operation philosophy and roll out operational programmes
- Oversee project execution activities across sites so that they are in accordance with the specifications, policies / guidelines/ systems and procedures laid down by the Company and comply with laws, orders and directives of Central/ State Governments
- Directing mine planning function to ensure maximum & efficient utilization of reserves across sites
- Design systems and process to monitor mine operations; production, excavation, equipment availability, compliances, dispatch of coal as per quality parameters, etc on a periodic basis
- Spearhead corporate Mine Operations & Maintenance staff activities and joint tasks and schedules with the sites in order to assure achievement of commissioning goals and schedules
- Design organisation systems and processes for contractor selection, techno-commercial evaluation of offers and negotiation, outsourcing of non core areas, Cost benefit analysis for total maintenance and repair contract (MARC), evaluation of the financial impact on the operating cost per ton
- Develop corporate programs to minimize downtime and reduce equipment costs with turnkey maintenance and expert engineering services as required across sites
- Formulate appropriate technical procedures, operating manuals, assisting for business plans and objectives and direct their effective accomplishment through company personnel and consultants/ contractors
- Establish and maintain effective safety programs across to minimize accidents and industrial hygiene exposure, and ensure that the plant maintains regulatory compliance with all local regulations and associated permits. This includes all applicable environmental, health and safety regulations
- Design and develop corporate requirements regarding safety issues, use of safety equipment, training and established world class best practices
- Support the human resources department in the development and Implementation of Human Resource Management programs for all technical staff including job definition, recruiting, hiring, performance evaluation, development plan, salary review, and employee benefits.
Knowledge and skills required:
- Should have experience of setting up operation in green field and brown field open cast mining
- Sound experience at spearheading level in managing operations of an open cast Coal mine of a very large capacity, preferably > 20 MTs production per annum
- Sound experience in operating and maintaining an open cast coal mine including environmental compliance measures, ancillary services and improving equipment performance.
- Proven track record in improving all mining processes to optimize the mine’s production, capacity factor and efficiency and in exceeding revenue and O&M targets within operating budget.
- Good knowledge and experience of technology selection for mining.
- Good interpersonal and communication skills
- Self motivated, strong team leader, experienced in cross-training plant operators to handle diverse functions
- Experience in public and community relations, regulatory and policy compliance
- Detailed technical understanding, project management and plant managerial experience.
- Knowledge on global mining scenario and stat-of-the art technology and ability to comprehend specs and application strategies is desired.
Qualification & Experience:
- Engineering Mining Background with a post graduate qualification in Business Management with First Class Mines certification (Coal)
- At least 20 years of experience out of which 5 years should be at Leadership position in Operations in Coal Mining Set Up
- Previous experience of multi-site Operations responsibility
