CHAI in partnership with its India affiliate, William J. Clinton Foundation's (WJCF) has been working in India since 2004 in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the central and state levels on an array of high priority initiatives aimed at improving health outcomes. Currently, WJCF programs support government initiatives on HIV/AIDS, hepatitis, tuberculosis, vector borne diseases, COVID-19, antimicrobial resistance, cancer and non-communicable diseases, sexual and reproductive health, family planning, immunization, malnutrition, anemia, childhood diarrhea and pneumonia, oxygen, access to safe drinking water, diagnostics and surveillance, health financing, and digital health.

Background

Through the prioritized implementation of high-impact public health interventions like immunization, access to safe drinking water, improved neo-natal and infant care, and access to effective treatment for pneumonia and diarrhea, India has reduced its infant mortality rate (IMR) from 89 in 1990 to 32 in 2017 and Under-five Mortality Rate (U5MR) from 126 in 1990 to 39 in 2017 . India's Universal Immunization Programme (UIP) is one of the largest public immunization programmes in the world. It caters to 26 million infants and 30 million pregnant women annually through 9 million planned sessions. The programme provides access to vaccines against 11 Vaccine Preventable Diseases (VPDs) at the national level and two additional vaccines against VPDs at the sub-national level .

Under the strong leadership of the Ministry of Health & Family Welfare (MoHFW) and state governments, the entire immunization ecosystem has demonstrated proactive commitment for achieving universal immunization coverage in the country in recent years. Strategic projects in this direction include but are not limited to the introduction of new vaccines , rolling out of data systems , strengthening of national immunization centres such as Immunization Technical Support Unit (ITSU) and National Cold Chain & Vaccines Management Resource Centre (NCCVMRC) and successful piloting of initiatives for bolstering health worker capacity building . Coupled with these initiatives, MoHFW launched Mission Indradhanush (MI) in 2014 and Intensified Mission Indradhanush (iMI) in 2017: catch-up and system strengthening campaigns to target underserved, vulnerable, resistant, and inaccessible populations. However, the government and partners recognize the need for further efforts in this direction to reduce the 802,000 infant deaths and 989,000 under-five deaths that occur annually in the country .

Madhya Pradesh, the fifth most populous state of the country, contributes to about 8% (~2 million) of India's annual birth cohort of 26 million children. Government of Madhya Pradesh has shown great commitment for increasing immunization coverage, wherein the immunization coverage (FIC) has increased to 77.1% (NFHS-5) in 2019-20 from ~53.6% (NFHS-4) in 2015-16.. While inequities in immunization coverage across socio-economic groups in the state have reduced they still persist and remain a strong focus for the government. Government of Madhya Pradesh (GoMP) aims to achieve 90% full immunization coverage (FIC) across the state, sustain the coverage across age group cohorts, and strengthen health systems for improving long-term immunization outcomes.

Programme Overview

Since 2015, WJCF has been collaborating with partner governments for achieving the national goal of 90% Full Immunization Coverage in priority states and districts to protect children against high burden and debilitating vaccine preventable diseases such as pneumonia, diarrhea, measles, rubella, polio, hepatitis, TB meningitis, Hib meningitis, diphtheria, pertussis, tetanus, and Japanese Encephalitis.


Under the aegis of the state governments of Bihar, Madhya Pradesh, and Uttar Pradesh, WJCF helps government stakeholders improve Routine Immunization outcomes through system strengthening initiatives. Additionally, WJCF also supports the Immunization Division, MoHFW on similar initiatives for sustainable coverage and equity improvements.


For working towards this coverage and equity vision, WJCF focuses on augmenting governance outcomes by capacitating programme managers, data handlers, and frontline workers to undertake data-driven decision making for identifying and immunizing Zero Dose children in a systematic manner on the one hand and strengthen the running programme's effectiveness for segments whom the system already reaches on the other hand.


This approach is anchored in tools, frameworks, and operating models that are co-created and contextualised in partnership with the government actors themselves. Alongside data-based decision making for programme management, WJCF also works on strategic planning, demand generation initiatives, and supply chain optimization.


In Madhya Pradesh, WJCF provides catalytic support to GoMP for achieving and sustaining 90% FIC at the state level and in two focus districts through targeted efforts in strengthening service delivery and building scale-up strategies of the proven and effective interventions to ensure the successful translation of impact.

Senior Analyst, Immunization, Bhopal, MP

- We are seeking a highly motivated individual with demonstrated analytical and stakeholder management abilities for the role of Senior Analyst, Immunization Program. The Senior Analyst will report to the Program Manager at Bhopal Office and the designated government stakeholder.


- The Senior Analyst will provide continuous analytical and programmatic support to strengthen Routine Immunization in the state and deliver critical and on-demand program insights by leveraging multiple immunization and public health databases and field insights.


- The Senior Analyst will support the state RI cell and NHM in defining the strategy for strengthening Routine Immunization and continuous monitoring of the program in the state.

Responsibilities:

- Support GoMP state RI cell in strengthening Routine Immunization and COVID-19 vaccination campaign review mechanism by generating insights from different data platforms.

- Develop and socialize dashboards and custom-defined performance reports for state and sub-state functionaries to utilize for routine program review meetings, planning, and decision making.

- Assess Immunization data systems uptake, identify bottlenecks, and develop an action plan to improve the use of data for decision making.

- Develop comprehensive operational plans for piloting new approaches and interventions for improvement in immunization service delivery, demand generation, and data systems strengthening.

- Build strategies and devise plans for scale-up of the tested and successful approaches/interventions of priority districts.

- Support capacity building of key functionaries on relevant competencies for sustained ownership and delivery.

- Contribute to program strategy by developing purposive insights, visualizations, tools, templates, and planning aids that support in program management.

- Work independently and in groups to comprehensively execute planned immunization support interventions while ensuring sustainable and continuous capacity building of key government functionaries.

- Travel on short notice to various parts of the state and often to national destinations as well.

- Perform other responsibilities as requested by country leadership.

Qualifications:

- Master's/Bachelor's degree in management, economics, engineering, computer science, statistics, operations research, economics, public health, or allied areas

- Work experience of 3+ years in a result-driven environment, in the public and/or private sector

- Proficiency in data analytics and visualization tools including R, Stata, SPSS, Power BI, Tableau, etc.

- Understanding of data and presentation of complex data in a simplified manner.

- Ability to navigate complex government processes and influence decision-making in a professional and collaborative manner.

- Ability to think strategically, handle ambiguity, and problem-solve in a fast-paced, limited-structure, multicultural environment.

- Excellent analytical (qualitative and quantitative) and communication (written and verbal) skills

- Entrepreneurial mindset, including the ability to work independently, self-motivate, and propose and implement new initiatives

- Fluency in English & Hindi.

Preferred:

- Strong experience in Management Consulting, Public Health, Analytics, Public Policy / Administration, or allied areas

- Significant government stakeholder management experience would be a strong positive.

- Experience in immunization and other public health programs in India
