CHAI/WJCF has been working in India since 2004 in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States' levels on an array of high priority initiatives aimed at improving health outcomes. Currently CHAI/WJCF works across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis-C, tuberculosis, cancer and immunization. Additionally, WJCF is also supporting the government of Madhya Pradesh (MP) on large-scale programs to arrest childhood and maternal mortality due to malnutrition, anaemia, diarrhea and pneumonia, and helping increase access to quality Family Planning services.
SRH Program Overview:
Family Planning and SRH services are critical to government of India's RMNCHA program which aims to achieve population stabilization, promote reproductive health and reduce maternal and child mortality and morbidity. The State of Madhya Pradesh has outlined an ambitious vision for expanding access to quality and accessible Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCHA) services. WJCF has been working closely with the government of Madhya Pradesh in scaling Comprehensive Abortion Care (CAC) service access, driving update of MET methods of contraception, addressing supply chain infirmities in family planning methods, skilling health workers in counselling and service delivery, and identifying new approaches to improve awareness around family planning services in vulnerable communities across the state. WJCF has also led pathbreaking work in identifying digital approaches to effective communication in the space of family planning by leveraging a combination of behavioral science and data science.
The Sexual & Reproductive Health program is looking for a Manager to define and drive program strategy as well as on-the-ground implementation of programs across the state. This work will focus on managing a team in Delhi and oversight of operations in Madhya Pradesh, expanding WJCF's scope of engagement and involvement in SRH, and engaging with key stakeholders at government, partner and donor organizations.

Responsibilities:
Strategic:
1) Develop the WJCF SRH portfolio strategy and ensure alignment with government, donor and global CHAI strategies
2) Drive collective team knowledge on global innovations in family planning methods and techniques
Reinforce strong, collaborative relationships with the state and national stakeholders and support government leadership and priorities
3) Work closely with the departments of family planning and maternal health at the national and state levels to identify and bridge gaps pertaining to strategic priorities, demand generation, access to services, supply chain, capacity building and monitoring and evaluation
4) Co-ordinate with other local and international development partners to leverage complimentary expertise, funding and/or relationships
5) Work with global and in-country leadership to identify and pursue fund-raising opportunities
Program Management & Coordination:
1) Lead internal and external communications and relationship engagement with key donors and ecosystem partners
2) Lead dissemination of findings with state government, stakeholders with CHAI leadership
3) Determine annual budget and allocation for programmatic activities, and monitor budget utilization
4) Lead the drafting of technical narratives, publications, and other dissemination products
Intervention Design and Implementation:
1) Design data-driven interventions: conduct rigorous background research, stakeholder consultations, lead comprehensive design process, develop programs and metrics, etc. that are in line with Surgo and other (donor) partner's strategy
2) Draft field operation plans, training modules, discussion guides, research protocols and any other such documents for pilot interventions and accompanying studies
3) Identify and support in contracting implementation partners/third party data collection agencies and manage the relationships on a day-to-day basis
4) Lead team(s) to implement individual interventions through day-to-day coordination, analysis and review of data, field visits, and problem solving
5) Provide technical and managerial support to teams on the ground
Scale Up and Dissemination:
1) Develop compelling stories and presentations summarizing our work for a variety of audiences and seek opportunities to disseminate knowledge, key learnings, and products
2) Develop and implement communications plan - draft key documents, reports, presentations, and other communications materials for a variety of purposes and audiences, summarizing developments and recommendations for program areas and external partners
3) Devise holistic strategy for scale-up - synthesize pilot outcomes, impact achieved and lessons learnt, conduct feasibility assessments, scope for right channels for scale-up and draft operational plans
4) Other responsibilities as needed
Qualifications:
1) MPA, MBA or other relevant professional degree with 7-10 years work experience; or Bachelor's degree with exceptional work experience
2) Experience in a public or private sector enterprise, with relevant mid-management leadership experience
Excellent problem solving, analytical (qualitative and quantitative) and communication (written and verbal) skills
3) Experience in the planning and execution of large-scale projects
4) Experience structuring and leading evidence-based decision making
5) Proven commitment to work and willingness to go above and beyond
6) Willingness to travel if required and at short notice, particularly to Bhopal and areas in rural MP
Fluency in English and Hindi
7) High level of proficiency in Microsoft Office, particularly Excel, PowerPoint and Word
8) Experience managing a team and working with the government is highly preferred
