Manager Monitoring and Evaluation - Nutrition Initiative
Background :
Founded in 2002, by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, Malaria and other illnesses. CHAI has employed a unique solution-oriented approach that focuses on helping national governments build the capacity required for high-quality care and treatment programs, in addition to improving market dynamics for medicines and diagnostics, lowering prices for treatment and accelerating access to life-saving technologies at the national level.
In India since 2004, CHAI has worked on various initiatives with the National AIDS Control Organization (NACO) and has served over 350,000 people in the country, including children, mothers and caregivers. We are also currently engaged with the state governments of Madhya Pradesh, Uttar Pradesh and Gujarat in implementing an ambitious campaign around Essential Medicines to arrest diarrhea and pneumonia mortality in these states. CHAI has recently started a new Vaccines program to support the Ministry of Health & Family Welfare to strengthen the immunization cold chain and supply chain systems in the country, in addition to carrying out with focused strategic interventions in MP, UP & Bihar to improve availability and quality of vaccines.
Nutrition Initiative :
CHAI is building on its work on HIV, malaria and diarrhoea treatment to support the development and execution of ambitious new efforts to reduce chronic malnutrition in India. CHAI will have a particular focus on
- Reducing the burden of anaemia for adolescent girls and pregnant women by strengthening IFA distribution programs,
- In addition, CHAI will provide comprehensive support to improve the quality and access of the ICDS complementary foods by reformulation the food recipe and by instituting efficient supply chain and beneficiary tracking systems and
- Finally, CHAI will strategically leverage the exiting community engagement (including the AWWs) and local governance platforms in the state to improve the uptake of ICDS services including IFA and complementary foods and to drive improved water, sanitation and hygiene practices across the state.
CHAI is supporting the implementation of its strategy in the highest-burden states, beginning with Madhya Pradesh. Madhya Pradesh will be one of the first states to launch this effort on reducing chronic malnutrition, and it will serve to inform and catalyze scale-up in other high-burden states. The program in Madhya Pradesh will be distinct from previous and current efforts in terms of its scale, scope and level of innovation.
- Full state roll-out : Madhya Pradesh will demonstrate a comprehensive push across an entire, and large, Indian state. Demonstrating success in this state will be the key to subsequent national scale-up.
- Strengthening ICDS management systems : As part of this effort in MP, CHAI intends to introduce robust systems and processes at every level of the ICDS administrative structure that will help streamline key management issues such as supply chain inconsistencies and monitoring and reporting gaps.
- Key innovations : The program in Madhya Pradesh has an opportunity to innovate in a range of areas that can inform roll-out in other states and nationally. The program envisages funding to support the development of an IT enabled supply chain and monitoring systems and other easy to use capacity building tools for frontline workers.
Position :
- Regular and robust monitoring and evaluation will be critical to the success of the Nutrition Initiative in India, enabling CHAI and its partners to evaluate our performance, to identify and resolve specific implementation challenges and to identify best practices that can inform scale-up in other countries.
- The program will focus on the primary outcome of reduction in the proportion of stunted, underweight and anemic children as well as a number of intervention output indicators that are critical to achieving this reduction. In addition, several operational research studies are planned, that will assess the relative effectiveness of specific interventions and as such inform government policy development and management decision making.
- The Manager - Monitoring and Evaluation (M&E) will be responsible for leading and managing these research elements, and for providing the thought leadership in designing and implementing a robust M&E framework to support the Essential Medicines program in India.

Responsibilities :
- Develop and oversee implementation and analysis of methods to assess performance and impact of the nutrition initiative in India, including household and public health facility surveys, as well as other methods that are both rigorous and efficient.
- Align all data collection tools and data management best practices with the state Ministry of Health, Ministry of Women and Child Development as well as other development partners.
- Identify and manage partner organizations and/or contractors to conduct data collection and analysis where needed; and coordinate all data collection activities across relevant states and districts.
- Provide technical leadership in the design of monitoring and evaluation tools, operations research, KPI reporting framework and knowledge management.
- Produce regular monitoring and evaluation reports for CHAI, and synthesizes and communicate main findings and conclusions through technical working groups and other meetings in a way that these serve as helpful input for the Ministry of Women and Child Development and other stakeholders.
- Develop and manage a database of program performance data across the various state-level programs to ensure data is collected and consolidated on a routine and timely basis.
- Build capacity among state teams in use of data collection tools and data management best practices through training and mentoring.
- Review M&E data regularly with program staff at the national and global level to ensure that the Program is accomplishing its objectives and corrective actions are taken if required.
Qualifications :
- Doctorate or masters degree in public health, statistics, health economics or related field.
- A minimum of 8-10 years of experience in private or public sector enterprise; including demonstrated success in research management and monitoring and evaluation programs.
- Excellent knowledge of program monitoring and evaluation methods (qualitative and quantitative), including experience developing monitoring and evaluation plans, tools, training materials, reports and summary forms.
- Excellent quantitative, problem solving, analytical and statistical analysis skills (including strong Microsoft Excel skills and experience with STATA or SAS).
- Capacity to synthesize monitoring data into effective presentation of results to help guide recommendations on performance improvement.
- Ability to negotiate and achieve consensus with key stakeholders.
- Ability to creatively solve challenging problems in the application of research and evaluation methods without extensive structural or operational support.
- Ability to adapt to fast-paced and changing environments, both internally and externally.
- Excellent business-oriented verbal, visual and written communication skills.
- Previous experience working in a developing country with ability to function well in rural settings with limited infrastructure and services.
- Willingness to spend significant time in the field at health clinics and traveling.
- English & Hindi language fluency, both written and verbal required.
