CHAI in partnership with its India affiliate, William J. Programme Overview:
India's Universal Immunization Programme (UIP) is one of the largest public immunization programmes in the world. It caters to 27 million infants and 30 million pregnant women. The programme provides access to vaccines against 11 Vaccine Preventable Diseases (VPDs) at the national level and against one VPD at the sub-national level.
Under the strong leadership of the Ministry of Health & Family Welfare (MoHFW) and state governments, the immunization ecosystem has demonstrated a proactive commitment to achieving universal immunization coverage in the country in recent years. This includes health system strengthening efforts towards the introduction of new vaccines, rolling out of data systems, digitization of vaccine cold chain and inventory management, and health worker capacity building. MoHFW plans to scale up a digitized beneficiary management system (UWIN) for Routine Immunization, introduce new vaccines in the UIP, and reduce Zero-dose children.
Project Background:
WJCF's immunization program supports the MoHFW's UIP at the national level and in the focus states of Bihar, Madhya Pradesh, and Uttar Pradesh. The programme also supports national and state governments on broader operational aspects such as planning, capacity building and systems improvements for immunization service delivery.
In Bihar, Bihar Madhya Pradesh, and Uttar Pradesh, the programme provides catalytic support for achieving and sustaining 90% FIC. The programme focuses on setting up effective program management & review mechanisms, identifying pressing challenges as well as best practices in RI, enhancing impact of well performing interventions, developing & deploying effective solutions to pressing challenges and undertaking multi-year planning for long term immunization systems strengthening.
In Madhya Pradesh and Uttar Pradesh, the programme provides support to strengthen urban immunization systems and improve urban coverage in select cities in collaboration with the MoHFW and the state governments. Guided by the MoHFW's City Embrace Model, the programme focuses on solving for systemic and hyperlocal challenges by conceptualizing and implementing contextual solutions.
Position Overview:
CHAI is seeking a Monitoring and Evaluation (M&E) Analyst to join our team. The Monitoring and Evaluation Analyst will support in the development and implementation of monitoring and evaluation framework for our program at the state level with the programme leadership. This position is ideal for a motivated individual with 2-3 years of relevant work experience who is passionate about global health and data-driven decision-making.
Based out of Lucknow, the M&E Analyst, Immunization will report to the State lead and will be working closely with the National M&E lead to provide analytical support to monitor and evaluate the program progress for strengthening operations. The M&E analyst will support the State RI Cell in collaboration with the state lead on RI Strengthening with special emphasis on zero dose learning agenda.
- We seek a highly qualified and motivated individual with strong analytical and insight generation skills. The candidate must be able to generate competitive data visualisations for insight dissemination.
- The candidate should be able to function independently with flexibility in a dynamic and often uncertain situation and require minimal handholding. The M&E analyst must have excellent problem-solving skills and be able to manage the state M&E framework, starting from the creating data collection tools to analysis the data and drawing insights.
- The candidate must be able to connect program evaluation functions and use datasets for data triangulation.

Responsibilities:
- Assist in the design and implementation of M&E strategies aligned with program work plans.
- Contribute to the development of research tools, including protocols and standard operating procedures for evaluation surveys.
- Collaborate with program teams to collect and validate data, ensuring accuracy and timeliness.
- Participate in facility assessments and provide support to identify program bottlenecks and solutions.
- Assist in updating M&E dashboards and reporting frameworks for ongoing projects.
- Support program staff in data management, recording, and reporting processes.
- Support the creation of communication materials, such as presentations, reports, and briefs, to showcase program results through data analysis.
- Assist in the dissemination of knowledge products to stakeholders at local, regional, and global levels.
- Collaborate with program teams to document best practices and success stories.
- Participate in the implementation of a learning dissemination plan, aligning communication objectives with various stakeholder groups.
- Undertake primary and seconda ry research and deliver data-based insights to provide credible evidence for formulating systems strengthening strategies on immunization
- Acquire data from public data sources and maintain data sets and support primary data collection from the field
- Work closely with the programme team for providing effective data analysis against the set objectives and deviations
- Assimilate and triangulate information from multiple sources to monitor performance and inform strategy refresh where required
- Collaborate with government to ensure skills transfer and government ownership, identify the most critical hurdles to scaling up, and develop innovative strategies to address them.
- Co-ordinate project wide outputs related to reporting, compliance, and updates
- Undertake any other duties as requested by the supervisor.
Qualifications:
- Bachelor's degree in Statistics, Economics, Mathematics, Science, or related discipline.
- 2+ years of analytics experience in pharma, consulting or other relevant area.
- Excellent analytical (qualitative and quantitative) and communication (written and verbal) skills.
- Entrepreneurial mind-set, including ability to work independently, self-motivate, and propose and implement new initiatives.
- Proven track record of working in a challenging multi-stakeholder environments and ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure.
- Experience structuring and leading evidence-based decision-making processes.
- Willingness to travel at short notice to remote locations within the state of Bihar.
- High level of proficiency in Microsoft Office, particularly Excel, PowerPoint and Word.
- Fluency in English & Hindi.
Preferred:
- Proficiency in analytical tools such as Tableau, Power BI, Advanced Excel etc.
- Masters/Advanced degree in data science, operations research, public health or similar discipline.
- Experience working in NGO of for-profit with hands-on experience in M&E frameworks.
- Experience working in developing countries, and partnering with donors, branches of the government, NGOs or demonstrated experience in related areas.
