The Chief Technology Officer (CTO) - Mobile Networks will be responsible for overseeing the design, development, and management of our radio access network infrastructure, focusing on spectrum, cells, transport, RAN technologies, IMS, SIM, eSIM, mobile devices, core network elements, national roaming, international roaming, and interconnect. The CTO will collaborate with various teams, including engineering, operations, Marketing and Product development, to drive innovation and ensure that our Mobile Network delivers best-in-class services to our customers.
Key Responsibilities :
1. Develop and implement RAN architecture and technology strategy to ensure optimal performance, coverage, capacity, and scalability.
2. Oversee the planning, design, and deployment of new RAN technologies and infrastructure upgrades to support growing demand and evolving industry standards (e.g., 4G, 5G, Massive MIMO, Small Cells).
3. Manage spectrum allocation, sharing, and interference mitigation strategies to ensure efficient use of resources and maintain network quality.
4. Optimize cell planning, parameter tuning, and load balancing to enhance coverage, capacity, and quality of service.
5. Ensure seamless integration of RAN with core networks, transport networks, and other RAN technologies, including interworking between different generations of mobile networks.
6. Design and execute RAN testing and validation strategies, including lab testing, field testing, and network acceptance testing, to ensure that the deployed network meets performance and quality requirements.
7. Manage and optimize Voice over LTE (VoLTE) services, ensuring seamless voice quality and efficient utilisation of network resources.
8. Oversee SIM and eSIM management, including provisioning, lifecycle management, and working with SIM vendors and partners to ensure seamless customer experience and secure services.
9. Collaborate with mobile device manufacturers to ensure optimal performance, compatibility, and user experience on the network.
10. Develop strategies for managing core network elements, such as Mobile Switching Centres (MSCs), Home Location Registers (HLRs), and Serving GPRS Support Nodes (SGSNs), to ensure optimal network performance and service quality.
11. Design and implement national and international roaming strategies, including negotiating and managing roaming agreements, ensuring seamless customer experience, and optimising revenue generation.
12. Manage interconnect relationships and agreements with other network operators, ensuring seamless connectivity and optimal routing of voice, data, and messaging traffic.
13. Collaborate with internal and external stakeholders to identify and capitalise on innovative technologies and solutions that will enhance customer experience and drive revenue growth.
14. Provide strategic guidance and technical expertise to engineering and operations teams, ensuring alignment with the company's business objectives and technology roadmap.
15. Monitor and analyse Mobile Network performance, identifying areas for improvement and implementing corrective measures to optimise network efficiency and minimise downtime.
16. Stay abreast of industry trends, emerging technologies, and regulatory changes that may impact the company's RAN operations and technology strategy.
17. Develop and maintain relationships with vendors, partners, and industry associations to ensure access to the latest technologies and best practices.
18. Manage Mobile Network technology budgets and resources, ensuring effective allocation and utilisation.
Required Screening Qualifications :
1. Engineering Bachelor's or Master's degree in Computer Science, Telecommunications, or a related field.
2. Around 25 years of experience in mobile network engineering, operations, or architecture, with a focus on radio access networks, spectrum management, cell planning, transport technologies, IMS, SIM, eSIM, mobile devices, core network elements, national roaming, international roaming, and interconnect.
3. Proven leadership experience, preferably in a senior technology management (CxO/VP/Head) role in last 5yrs for a MNO.
4. Initial years of at least 5years experience is on GSM Radio Access Networks elements.
5. Strong understanding of RAN technologies, including 4G, 5G, Massive MIMO, Small Cells, and spectrum management.
6. In-depth knowledge of IMS services, SIM and eSIM management, mobile device technologies, and core network elements.
7. Managed Mobile Networks across multiple countries/circles with minimum 100M subscribers.
8. Familiarity with industry standards (e.g., 3GPP, ITU, IEEE), regulatory requirements, and best practices related to mobile network operations and security.
9. Extensive experience in managing national and international roaming services, including negotiating and managing roaming agreements.
10. Strong understanding of interconnect processes, technologies, and agreements with other network operators.
11. Excellent analytical, problem-solving, and decision-making skills.
12. Strong communication and interpersonal skills, with the ability to effectively collaborate with cross-functional teams.
13. Strategic thinking and a customer-centric mindset, with a proven track record of driving innovation and delivering results.
14. Ability to manage budgets of 50M$ and resources effectively, balancing short-term needs with long-term strategic objectives.
