Key Responsibilities:
Planning & Budgeting - Site Operations
- Analyze the Operations and functional medical plan, business requirements visa-vis existing medical levels capacity utilization and plans for further enhancement.
- Guide team to develop annual procurement plans and drive adequate focus on the set of medical safety, environment and medic quality targets
- Prepare annual budgets and resource requirements based on plans and secure approvals from Chief HSE Officer and respective BU Presidents.
- Guide teams to develop monthly, weekly and daily plans and oversee effective implementation of same.
System, policies & procedures :
- Develop and implement well-defined systems for the delivery of clinical care and the management of a multidisciplinary clinical workforce
- Develop medical procedures related to occupational health and standards
- Critically review clinical strategies and programs in accordance with both the internal and external operating environments and the strategic direction set by the Board
- Responsible for ensuring the smooth delivery of health care to the employees of the Trust and their families.
- Conduct weekly / monthly reviews on budget-approval, budget estimation and revise budget for department and site facilities.
- Conduct surprise inspection of hospital and dispensaries attached to the department
- Oversee implementation of medical policy and manage all external Medical & Occupational health contracts
- Investigating workplace health hazards or injuries upon request and ensuring managers / employees receive appropriate advice to control the hazard
Compliance and Risk Management :
- Develop OH & Medical Portfolio and consider regulatory/ Compliance requirements, best practices, codes and standards
- Comply with the Cairn's HSE policies and procedures & provide all relevant national and international codes, guidelines that the OH & Medical sites have to follow as per the statute requirements
- Monitor the external environment to enable anticipation of, and strategic responses to, changes in government policy, including regulatory requirements
- Ensure that records are maintained, and database is created on employee health base and ensure that compliance to statutory requirements are fulfilled as per the guidelines
- Ensure that periodic hygiene surveys are conducted, and risk assessment and occupational health surveys are conducted in timely manner
- Develop, implement and oversee the clinical risk management system, encompassing a risk register, mitigation strategies and procedures for monitoring risk over time
- Interact with chief HSE officer to implement site-specific safety, health and environment guidelines
- Ensure that occupational health & Medical health issues are addressed and managed in a timely way throughout Cairn's operations in and in accordance with established standards
Stakeholder Management :
- Manage internal stakeholders (Installation manager, asset site personnel, company medical officers).
- Maintain strong partnerships with key external stakeholders including Department of Health and medical and allied health professionals.
- Represent the voice of healthcare and patients in the organization
- Enhance awareness about the occupational health
- Advise on medical requirements, medical precautions, vaccinations for employees and their families
Administration & Process Improvement :
- Responsible for preparing plan and non-plan proposals for hospital buildings and hospital equipment and discuss it with the chief HSE officer
- Drive the implementation of strategic initiatives aimed at continuous quality improvement and aligning the organization with relevant accreditation standards
- Keep abreast of emerging models of healthcare delivery and identify and define innovated strategies to achieve business objectives
- In case of any modification of medical facility, you shall propose it
- Support and provide expertise during Incident/accident investigation as required
- Support in conducting Medical Health Education, Occupational health education and wellness programs like recommending diet plans, Stress management, Health advise etc.
- Periodically Audit facilities from OH & Medical perspective. Keep updated on latest laws and best practices
- Assist in routine employee medical checks like pre-employment medical & Periodical Medical Check-ups for all CIL and contract employees
People Management :
- Plan, coordinate, participate and manage recruitment of directly or third-party consultant hired medical staffing and health professionals at all the CIL sites.
- Monitor the manpower requirements
- Define targets, allocate responsibilities and conduct performance appraisals against set targets for team members
- Identify and put into practice health trainings & Wellness programs at all the sites as per the corporate annual training calendar
- Coach and mentor, identify areas of development and recommend career movements for team members
- Review daily progress, evaluate and manage staff performance to enable individual and team professional growth and development.

III. Education and Experience Guidelines:
Education guidelines:
- A fully trained Medical & Occupational health physician with qualification of MD in
- Preventive & Social Medicine (PSM) and Diploma in Occupational Health or AFIH/ CIH after MBBS (possesses any recognized medical qualification as defined in clause (h) of section 2 of the Indian Medical Council Act, 1959)are preferred, with minimum- of 10 years of experience
- MHA or MBA in health management will be an added advantage
Desired experience :
- With at-least 10 years of clinical experience
- Atleast 5 years of experience is required in the Oil & Gas industry
