We are seeking a motivated and experienced Chief Administration Officer with approximately 15 years of professional experience to join our team. The candidate Officers managing functions of HR, Personnel & Admin; Procurement; Facilities directly report to CAO
Key responsibilities and expectations include:
Campus Management:
- Estate, Land etc
- Public Relations
- Transport d. Security
- Stores & Purchase; Tendering; Inventory management
- Insurance (health, accident, assets)
- Academic Blocks & activities
- Community Health
- Students Hostels
Implementing the Institute's Development Plan:
- Examine proposals for construction and maintenance of buildings and Institute campus
- Liaise with Institute's architects; supervise construction and maintenance of buildings and Institute campus
- Plan, oversee designing, estimating, tendering, contract management, execution, mechanization, construction, billing etc. of works (like multistoried buildings; institutional buildings; water, sanitary and sewer systems; electrical; HVAC; firefighting systems; building management systems; roads; areas under development etc)
- Develop and implement budgets
Ensure compliance with Institute's Rules & Regulations:
Ensure image of compromised:
- Implement Board's or Government's guidelines and orders
- Exercise administrative and financial powers delegated by the Board
- Exercise powers of Disciplinary authority
- Support Academic and Dean Office to handle academic compliances to regulations from UGC, AICTE and such bodies
- Handle Legal and RTI matters of the Institute
- Represent Institution at the Appellate or special purpose Courts to address disputes, conflicts and grievances
- Preparing financial and statistical management reports
Talent Acquisition / Management / Employee Relations:
- Plan manpower requirement for non-academic functions of the Institute (for student hostels; student admissions; student exchange programme; academic affairs (like program management etc); administrative affairs
- Employee Life Cycle management (hiring; on-boarding; defining KRA's / KPI's; performance measurement and management; rewards & recognition; manning in roles as per competencies; exits; compensation & benefits; learning & development; code of conduct including disciplinary issues; exit management; etc):
- T&D for non-teaching staff (in-house and external)
- Career Development Plan / Assessment Centres for non-teaching staff
- Performance-based pay
- Manpower Planning
- Activity Mapping based on Competencies available
- Draft and implement HR policies & procedures; continuously drive simplifications and improvements. Help create a process-driven work culture
- Student placement; accreditation & ranking surveys; community health; alumni relations etc
- Empower HR to play roles beyond record-keeping, statutory compliances to serve as a HRD to all stakeholders
Oversee Administration Function:
- Provide instructional leadership to functional managers
- Set up metrics for measurement of various functions and review periodically
- Serve as a custodian of all records of the Institute, assets and funds of the Institute
Oversee Procurement & Expense Accounting:
- Plan replenishment procurement for routine requirements of the Institute; as needed, identify, evaluate and establish new vendors for materials
- Negotiate and renew contracts for routine service requirements; as needed, identify, evaluate and contract with new service providers
- Discuss with Leaders, plan and arrange for procurement of materials & servicers required for projects with industry and/or Government
- Ensure that all expenses are properly accounted against budgets and heads of account
Support Registrar & Director in day-to-day activities:
- Attend to (domestic and/or foreign) visitors to the Institute
- Plan and make needed arrangements for annual convocation and conferences
- Administer Faculty affairs with Director & Registrar
- Coordinate with Faculty, students and staff to ensure that all facilities are optimally utilized and stakeholders are satisfied
Skills:
- General administration (HR, Personnel & Admin , Procurement Facilities )
- Knowledge of legal and regulatory environment; knowledge of Central and State Government rules pertaining to academic institutes.
- Should have seamlessly managed multiple functions of facilities management & administration through teams.
- Should have developed and implemented improved practices in facilities management & administration (preferably in an academic institution)
- Performance orientation; driving continuous systemic improvements; team building skills; promoting cross-functional working
- Frugal management; cost-consciousness; negotiation skills; attention to detail
- People skills for working with different stake holders & diverse set of people, both internally & externally; networking
Demographic Profile of Candidate:
Qualification profile :
- Graduation : Any Graduate
- Post-Graduation : MBA , Masters in Public Administration, Degree in Law or Finance.
- Experience (years) : 15 Years
- Should have demonstrated knowledge of and compliance with Government rules
- should have developed and implemented improved practices in facilities management & administration (preferably in an academic institution)
- Age profile (years ) : 45-to-50 Years
- Language : English, Hindi. Knowledge of Telugu would be an advantage.
- Work Week: 10:30-to-17:30. Staff can choose to take off any one Saturday in a month
