- This position serves as a strategic partner to operations and senior management in the areas of benefits, compensation, . The manager develops related strategies, policies and practices linked to the organization's mission through research of best practices and collaboration with business partners. Works under minimal direction with extensive latitude for the use of initiative and independent judgment.

Primary Responsibilities - 

- Confers with organization officials and managers to plan business objectives, to develop organizational policies and to coordinate benefit and compensation functions. Sets the company's compensation strategy in conjunction with senior management and monitors the effectiveness of existing compensation policies, guidelines and procedures. Evaluates and compares existing company benefits and compensation programs with those of other employers by analyzing other plans, surveys, and other sources of information. Recommends compensation and benefit changes based on research and organization objectives.

- Oversees and administers all aspects of the program that assists in identifying, evaluating, and resolving related problems to improve employee relations and work performance.

- Evaluates compensation and work related problems and meets with supervisors, managers, and executives to determine effective techniques, programs and strategies to meet the organization's human resources needs.

- Directs process for procurement of third party contracts related to the following benefits and compensation services: insurance consulting; compensation consulting; third party administration of Self-Insured Health Care Plan, Life and Disability insurance and other voluntary benefit, retirement and child care contracts.

- Administers activities and meetings of the Self-Insurance Board of Trustees and Retirement Plan Committees to ensure compliance with applicable laws and regulations.

- Develops goals and objectives; evaluates department operations and assigns tasks; supervises professional, technical and clerical staff; sets schedules and standards, monitors performance measurements, provides coaching, training and discipline.

- Prepares documents needed for financial audits and preparation for pension valuations.

- Develops, monitors, and controls the annual business plan and operating budget for benefits and compensation program

- Ensures agency compliance with federal and state employment laws and company policy: researches, interprets, and applies employment law, updates and communicates personnel policy to employees;

- Responds to requests for assistance from supervisors and managers in Human Resource matters.

- Makes presentations before Board of Directors, senior management and benefit plan committees.

- Directs compensation and benefits programs: oversees compensation studies and performance improvement process, develops salary schedules, and advises managers on salary issues; directs the administration of benefits to ensure balance employee needs with organization financial resources.

- Responsible for compliance with records management standards and company policy.

- Responsible for ensuring departmental compliance with the agency's Emergency Response Plan.

Minimum Qualifications-Education and Experience

- MBA degree in Human Resources, Business Management, Public Administration, or related field.

- Seven (7) or more years progressive responsibility in human resources management, including experience administering compensation and benefits programs, overseeing budgets, monitoring performance evaluation systems, developing programs, and writing policies and procedures including three (3) years of experience as a supervisor or manager.

- Minimum Qualifications-Knowledge, Skills and Abilities

- Extensive knowledge of the principles and practices of human resources and: employment law, labor law, performance management, wage and salary administration, job evaluation, benefits, record management.

- Ability to administer sound human resources programs, to interpret laws and develop policy, advise managers, supervise staff, maintain confidentiality, and communicate effectively maintain working relationships with employees, managers, and the public.

- Ability to effectively work as a team player. A self-starter responsive to organizational needs, committed to excellence and continual employee development.
