Job Summary:
The Business Development Manager will oversee the entire tendering process on e-procurement platforms and the Government e-marketplace (GEM) portal. This role includes managing tenders, bids, and proposals to secure contracts and ensure compliance with all relevant policies and regulations.
Key Responsibilities:
Tender Management:
- Identify and assess tender opportunities on various e-procurement and GEM portals.
- Manage the end-to-end tendering process, including preparation, submission, and follow-up of tenders.
- Please make sure that all tender documents are timely and accurate.
- Coordinate with internal departments to gather necessary information for tenders.
E-Procurement and GEM Portal Management:
- Maintain and update company profiles on e-procurement and GEM portals.
- Monitor portals for new tenders and RFQs (Request for Quotations).
- Ensure compliance with portal guidelines and procurement policies.
- Provide training and support to internal teams on using e-procurement systems.
Bid Preparation and Proposal Development:
- Draft and review bid documents, ensuring they meet client requirements and company standards.
- Collaborate with technical, financial, and legal teams to develop competitive proposals.
- Conduct risk assessments and mitigation strategies for each bid.
- Maintain a database of past proposals, pricing, and outcomes for reference.
Client and Stakeholder Communication:
- Act as the point of contact for clients during the tendering process.
- Address client queries and concerns promptly and professionally.
- Build and maintain relationships with key stakeholders in the procurement process.
Market Analysis and Strategy:
- Conduct market research to stay informed about industry trends and competitor activities.
- Develop and implement strategies to improve tender success rates.
- Analyze past tenders to identify areas for improvement.
Compliance and Documentation:
- Ensure all tender submissions comply with legal and regulatory requirements.
- Maintain accurate records of all tendering activities and documents.
- Assist in audits and reviews of tender processes and outcomes.
Team Management and Development:
- Lead and mentor a team of tendering executives and coordinators.
- Conduct performance reviews and provide feedback to team members.
- Identify training needs and facilitate professional development opportunities.
Experience:
- Minimum of 5 years of experience in tendering, procurement, or a related role, preferably with experience in e-procurement and GEM portals.
- Proven track record of managing and winning tenders.
Skills:
- Strong knowledge of e-procurement platforms and GEM portal operations.
- Excellent project management and organizational skills.
- Ability to work under pressure and meet tight deadlines.
- Strong analytical and problem-solving abilities.
- Exceptional written and verbal communication skills.
- Proficiency in Microsoft Office Suite and tendering software.
